The City of Methuen is looking to gain City Council endorsement, as an element of the Mayor's ReEstablishing Neighborhood Communities Strategy for the initial purchase and installation of a new video security system. This initial phase of the project is to set up approximately 41+ different locations (available to bid respondents on a GIS map of the City) throughout the City with surveillance videos that will be monitored on CCTV's at the police headquarters. A new IP based solution shall be installed in the Methuen Police Department HQ. Work shall be performed in a manner consistent with City of Methuen building codes. This project is not a design build project. This project includes constructing and installing of cameras and head end equipment in selected positions determined by the jurisdictional law enforcement of Methuen, MA. It also includes utilizing (where available) 120Volt power already in place however all cameras must be powered PoE. Each bid must be accompanied by a bid security of CASH, CERTIFIED CHECK, or BID BOND issued by a responsible bank or trust company licensed to do business in the State of Massachusetts in the amount of 5% of the total bid. The awarded vendor will require a Payment bond of an amount equal to 50% of the total amount of the bid with a surety company satisfactory to the City of Methuen, as surety, will be required for the faithful Payment for all labor and materials used in the work. Such bonds shall be prepared by and supplied by a surety company licensed to do business in the Commonwealth of Massachusetts. If the bid price is over $150,000 a performance and payment bond of 100% of the total bid price will be required. No bidder may withdraw his bid for a period of thirty (30) workdays after the date set for the opening thereof. he City reserves the right to accept or reject, in whole or in part, any or all bids or take whatever other action may be deemed necessary to be in the best interest of the City.
