Site work and paving for a sidewalk / parking lot in Sea Bright, New Jersey. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

All work on this contract shall be completed within Thirty (30) calendar days. The scope of work of this contract includes construction of timber and concrete pedestrian viewing platforms for Borough of Sea Bright at the terminus of Osborne Place, Center Street, and Beach Street. Contract Documents and Drawings for the proposed work, which have been prepared by the Borough Engineer, William H.R. White, III, P.E., P.P., C.M.E., C.F.M. of the firm Maser Consulting, are available at the office of said Engineer at One River Center Building Two, 331 Newman Springs Road, Red Bank, New Jersey, and may be inspected by prospective bidders during business hours. Proposals must be made on the standard Proposal forms in the manner designated in the Contract documents, must be enclosed in sealed envelopes bearing the name and address of the Bidder and the name of the project on the outside and be addressed to Mayor and Borough Council, Borough of Sea Bright, and must be accompanied by a Statement of Consent of Surety from a surety company authorized to do business in the State of New Jersey and acceptable to the Borough of Sea Bright and either a Bid Bond or a Certified Check drawn to the order of the Borough of Sea Bright for not less than ten percent (10%) of the amount bid, except that the check shall not exceed $20,000.00. The successful bidder is hereby notified that a performance bond for the full amount of this project is required. All bid proposals will be date and time stamped upon receipt. Bidder is solely responsible for the timely delivery of the bid proposal and no bids shall be considered which are presented after the public call for receiving bids. Any Bid Proposal received after the date and time specified will be returned, unopened, to the bidder. All Bids shall be submitted in sealed envelopes addressed to the Mayor and Council, Borough of Sea Bright, the envelope shall have marked conspicuously on its face on the top right-hand side in letters not less than one inch the word "Public Bid" followed immediately below those words in letters not less than one half inch high: "Viewing Platforms for Borough of Sea Bright Osborne Pl/Center St/Beach St" and underneath that "To be received on Tuesday, February 23, 2021, at 11:00 am." If bids are to be submitted by mail or courier, the bids must be placed in an outer envelope, which on the top right-hand side shall clearly designate in the same manner as set forth above, the same size and information. The inner envelope shall have specifically placed in the center the same information as set forth above and on the bottom left-hand side the name and address of the Bidder. The award of the Contract for this project will not be made until the necessary funds have been provided by the Borough of Sea Bright in a lawful manner. Please be advised that County funds through the Monmouth County Community Development Block Grant Program are being utilized for this project. By virtue of Executive Order #34 (1976), vendors currently suspended, debarred or disqualified are excluded from participating on this project. The Borough or the Engineer reserves the right to require a complete financial and experience statement from prospective bidders showing that they have satisfactorily completed work of the nature required before furnishing proposal forms or specifications, or before awarding the Contract. Proposals for this Contract will only be accepted from bidders who have properly qualified in accordance with the requirements of the Contract documents. The right is also reserved to reject any or all bids or to waive any informalities where such informality is not detrimental to the best interest of the Borough. The right is also reserved to increase or decrease the quantities specified in the manner designated in the Specifications. The successful bidder shall be required to comply with the following: A. N.J.S.A. 10:5-31 et seq and N.J.A.C. 17:27. B. The provisions of the New Jersey Prevailing Wage Act (N.J.S.A. 34:11-56.25 et seq.). C. Anti-Kickback Regulations under Section 2 of the Act of June 13, 1934, known as the Copeland Act. D. Worker and Community Right-to-Know Act (N.J.A.A. 34:5A-1). E. Disclosure of Investment Activities in Iran as required by N.J.S.A 40A:11-2.1 Moreover, the bid must be accompanied by a list of names and addresses of all stockholders owning 10% or more of the stock in accordance with the provisions of the Public Disclosure Law (P.L. 1988, C.33, N.J.S.A. 52:25-24.2).
