Renovation of an educational facility in Honolulu, Hawaii. Completed plans call for the renovation of a educational facility.

The project shall in general consist of but is not limited to the replacement of the existing electrical service equipment. Equipment includes primary switches, unit substations and associated bus ducts and wiring. The removable grate outside of the electric room will be replaced with a removable solid cover and PCB containing light fixtures within the room replaced with LED light fixtures and hazardous material removal. Start of Service Date: 07/01/2021 End of Service Date: 12/23/2022 The deadline to submit requests for clarification of the requirements of this IFB is 4:00 p.m. (HST) on March 5, 2021. All clarification requests shall be submitted via HePS QUESTIONS AND ANSWERS section, and all responses shall be issued in an addendum. Requests for substitutions regarding the IFB and its requirements, must be submitted to the Technical Representative of the Procurement Officer (TRPO), Vernon Shiroma via E-mail at vshiroma@hawaii.edu, no later than 4:00 p.m. (HST) on March 5, 2021. To be eligible to bid, bidders must possess a valid State of Hawaii Contractor's license C-13. BIDS FROM CONTRACTORS NOT LICENSED IN THE STATE OF HAWAII WILL NOT BE CONSIDERED. In addition, bidders must either possess or list Subcontractors who possess specialty contractor licenses for the specialty work required for this project. The bidder shall be solely responsible for insuring that all specialty licenses required to complete the project are covered in its bid. Failure to list all required subcontractors may be grounds for disqualification. In accordance with Section 103D-323, Hawaii Revised Statutes, this proposal is accompanied with a bid security in the amount of 5% of the total amount proposed. The Bidder shall use the attached Surety Bid Bond form. If the Bidder elects to use other acceptable forms of security listed in Section 2.8 of the General Provisions, the Bidder shall deposit the bid security with the Facilities Business Office prior to the bid due date. The University reserves the right to reject any or all proposals and to waive any defects when in the Director's opinion such rejections or waiver will be for the best interest of the public. Any of the following may be grounds for disqualification: Taking exception to any of the specifications, terms or conditions contained in the IFB. Placing conditions on the furnishing of solicited goods or services. Inclusion of a quotation or order form containing additional specifications, terms or conditions. Referencing external documents containing additional specifications, terms or conditions. Evidence of collusion among bidders. Lack of responsibility and cooperation as shown by past work such as failing to complete all of the requirements to close the project within a reasonable time or engaging in a pattern of unreasonable or frivolous claims for extra compensation. Additionally, if prior to contract award, the University's records indicate that the apparent low bidder has received on one or more University projects over the previous TWO (2) years, or is going to receive on a current project (where work is at least 50% complete), an "unsatisfactory" rating under the University's Performance Evaluation System, the bidder's bid may be rejected. g. More than one bid for the same project from an individual, firm, partnership, corporation or joint venture under the same or different name. h. Lack of responsibility, including, but not limited, to arrearages on existing contracts in litigation with the State of Hawaii, or defaults on a previous contract. i. Being in arrears on existing contracts with the University and State of Hawaii, or having defaulted on a previous contract with the University or the State of Hawaii. j. Submittal of bids or bid security after the deadline. k. Failure to follow directions and instructions in the invitation. l. Failure to pay, or satisfactorily settle, all bills overdue for labor and materials of former contracts in force at the time of issuance of bid forms. m. Debarment or suspension consistent with applicable Hawaii law.
