The Heard County Board of Commissioners is requesting bids from Georgia state licensed contractors to complete asphalt resurfacing on multiple roads in Heard County. The Contractor shall provide all materials and services necessary in the performance of this contract. March 12, 2021 2:00 P.M. Deadline for written questions to be submitted to Purchasing Director March 17, 2021 4:00 P.M. Answers to written questions posted Electronically. Pre-Proposal Meeting - No Bids may not be withdrawn for ninety (90) days after the time and date set for closing, except as allowed by OCGA. Heard County reserves the right to reject any and all bids and to waive any technicalities Bid Bonds 5% of total bid amount Performance Bonds 100% of total contract price Payment Bonds 100% of total contract price All questions concerning this RFB must be submitted in writing (email is preferred but fax and mail may be used) to the Purchasing Agent no later than 2:00 pm on March 12, 2021, local time. Please advise the process of the actual bid opening (in person or later time) and when the bid tabs will be provided to the bidders. A1. Bids will be open in person however it is not required that bidders be present. Bid tabulations will be posted within a week of bid opening. Q2. You have a bid item set up for 500 Tons of 9.5mm Type I (Leveling @ 55 lbs/SY) This quantity will not cover much surface area. Can you please identify which of the roads will get the 9.5mm Type I. And maybe provide the SY or percentage of each road that you plan to apply the 9.5mm Type I @ 55 lbs/SY to? A2. Hawk Rd and Fir Rd are the only roads that may require some leveling. Most of roads are good however may require "spot" leveling. Quantity was calculated to cover 50% of each road as an estimate. Q3. Will Heard Co require the Contractor to utilize a Shuttle Buggy (Material Transfer Vehicle) for the placement of the 12.5mm on any of the roads? If so, please identify the roads that we need to include this additional costs for. A3. Shuttle Buggy is not required, however segregation will be inspected closely due to raising wings of paver after each load. Excessive segregation beyond specified tolerances will not be accepted. Q4. Looks like the bid form has “solid yellow” listed twice. A4. See revised Appendix D – Bidders Pricing Proposal. Q5. What is the completion date of the project? A5. The contract completion time will be 90 days from the notice to proceed. This will be reflected in the final contract. Q6. Will the pavement marking be paint per the old GDOT Specifications or high build paint per the new GDOT Specifications? Noting, the bid proposal references 2013 GDOT Specifications only. A6. Utilize 2013 GDOT Specs for this contract. Q7. Will the Contractor be required to perform any testing other than asphalt cement content and gradation at the plant per GDOT Specifications? If the contractor will be required to perform other testing then please provide the test type and frequency of testing. A7. See A6. Q8. Will the contractor be required to place final surface markings upon completion of paving and place permanent pavement markings in 30 to 45 days following paving (i.e. two coats)? A8. Yes temporary and permanent markings are both required. Q9. What is the requirement for driveway paving if any (i.e. run the gate out 2 to 3 feet when paving mainline)? A9. Driveways: run out gate 2 -3 feet. Q10. What is the requirement for paving side roads if any? A10. Side roads: run out gate or extra as needed to complete radius. Q11. Will shoulder grading be required as part of the resurfacing project or will this work be performed by others? A11. Will be performed by Heard County. Q12. Is construction signage to be post mounted or will it be acceptable to place signs on temporary stands during construction? A12. Temporary construction signs acceptable. Post mounted low shoulder signs installed by Heard County.
