Construct and Install New Fully Operational 20,000-Gallon Aviation Fuel Storage and Distribution System with Morrison Brothers Fuel Management System at the Dubuque Regional Airport project. In accordance with CDC, Iowa Department of Public Health and President Biden's Executive Order on Promoting COVID-19 Safety in Domestic and International Travel guidelines, the Airport is practicing social distancing and required mask wearing protocols. Project will include: 1. Avgas Bulk System - 1 - 20,000 Gallon Flameshield Tank for the storage of 100 LL Avgas with a pumping skid capable of off-loading transports and load refuelers at approximately 200 Gallons per Minute (GPM). 2. Overfill Protection - install overfill protection (like on the new pumping system in this specification) on the existing avgas pumping system and the jet system. The system will be a Scully or Civicon system. 3. Electrical - The contractor will be responsible for all required electrical service to the new avgas tank and pumping system. No pre-bid conference will be held for this project. Each proposal must be accompanied by a bid guaranty in the amount of ten (10) percent of the total amount of the bid. The bid guaranty may be by certified check or bid bond made payable to: Dubuque Regional Airport. Bids may be held by the Dubuque Regional Airport Commission for a period not to exceed 45 days from the date of the bid opening, for the purpose of evaluating bids prior to award of contract. The Dubuque Regional Airport Commission reserves the right to reject any or all bids or to waive any informalities or minor irregularities or to re-advertise for bids. This project is subject to the requirements of Targeted Small Business (TSB) Affirmative Action Responsibilities on Non-Federal-Aid Projects as defined by Iowa Code Section 15.102(10). Targeted Small Businesses are encouraged and shall have all opportunities to participate in the contract. Award of contract is subject to all State of Iowa and local provisions as more fully defined in the bid documents.
