Renovation of an educational facility in Warwick, Rhode Island. Completed plans call for the renovation of a educational facility.

ADA Upgrades to the Warwick Early Learning Center at John Brown Francis. a. Rooms 1, 2, 3: Approximately 6 square feet of asbestos-containing waterproofing on sink undersides in good condition shall be removed intact. b. Inside Wall, Ceiling, Floor Cavities: Approximately 150 linear feet of asbestoscontaining pipe/elbow/fitting insulation in fair condition shall be removed. Scope of Work: a. Rooms 1, 2, 3: Approximately 6 square feet of asbestos-containing waterproofing on sink undersides shall be removed intact. 1. Due to limited quantity of non-friable ACM and intact removal methods, a waiver of containment is requested. Contractor shall remove entire sinks intact to avoid ACM disturbance. 2. Abatement personnel shall utilize proper respiratory and clothing protection, in strict compliance with OSHA 29 CFR 1926.1101 for the duration of the project. 3. "Drops cloths" on floors shall consist of a minimum of one (1) layer of six (6.0) mil polyethylene sheeting. 4. Intact sinks shall be wrapped and labelled on site in a minimum of two (2) layers of six (6.0) mil polyethylene sheeting sealed with duct tape. Contractor shall utilize HEPA vacuums for cleaning purposes. 5. After work completion, due to limited and intact removal methods, a waiver of post abatement air testing is requested. Contractor shall conduct personal air testing during the sink removals in lieu of post abatement air testing. 6. Final visual inspections in each sink removal room shall be conducted by the abatement contractor's supervisor and project Industrial Hygienist. 7. Asbestos waste shall be transported and disposed of in accordance with the provisions of the Rhode Island Rules and Regulations for Asbestos Control 40 CFR 763 Appendix D, Subpart E and U.S.D.O.T. 49 CFR 173.1300. This project shall be performed by a Rhode Island licensed asbestos abatement contractor, in strict accordance with the State of Rhode Island Rules and Regulations for Asbestos Control 216-RICR-50-15-1, latest revision, and subject to applicable state, local, and federal regulations for asbestos abatement and transportation. Scope of Work: b. Inside Wall, Ceiling, Floor Cavities: Approximately 150 linear feet of asbestos pipe/elbow/fitting insulation shall be removed. Encapsulation of surfaces with a spray encapsulant. 1. The abatement contractor shall adhere to the warning sign provisions of OSHA and RIDOH. 2. Abatement personnel shall utilize proper respiratory and clothing protection, in strict compliance with OSHA 29 CFR 1926.1101 for the duration of the project. 3. Critical barriers consisting of a minimum of one (1) layer of six (6.0) mil polyethylene sheeting sealed airtight with duct tape are required on all openings, electrical boxes, wires, windows, doors, air handler vents, diffusers, etc. inside the work areas. 4. Due to limited access of pipe/elbow/fitting insulation in wall/ceiling/floor cavities, full containment of the wall/ceiling/floor cavities shall not be required. Mini-containment procedures shall be utilized next to the opened wall/ceiling/ floor cavities. Walls, ceilings and floors shall be protected and sealed with a minimum of two (2) layers of four (4.0) mil polyethylene sheeting secured with duct tape. Polyethylene walls shall be secured airtight with bracing where needed to support the polyethylene walls. 5. Egress and ingress to each work area shall be through a three (3) chamber decontamination unit, consisting of a dirty room, operating shower room, and clean room. Decontamination units shall be contiguous to each work area. 6. Continuous, localized negative pressure with intake in the work areas shall be required. Microtrap units shall be properly exhausted to the outside of the building. Abatement contractor shall be responsible to secure openings where negative air machines are exhausted to prevent unauthorized building access during non-working hours. b. Inside Wall, Ceiling, Floor Cavities 7. Safety equipment located on-site shall include a stocked first-aid kit and approved fire extinguisher. Ground Fault Circuit Interrupters (GFCI) shall be utilized on all electrical cords. 8. Removal shall commence upon approval of the containments and decontamination units by the project Industrial Hygienist. 9. ACM shall be adequately wetted prior to removal. 10. Asbestos waste shall be transported and disposed of in accordance with the provisions of the Rhode Island Rules and Regulations for Asbestos Control 40 CFR 763 Appendix D, Subpart E and U.S.D.O.T. 49 CFR 173.1300. 11. Abatement equipment no longer needed inside the containment areas shall be wet wiped and/or HEPA vacuumed upon completion of abatement activities and prior to the post abatement air sampling. Asbestos waste bags inside the containments shall be removed prior to the visual inspections. Abatement contractor shall spray removed surfaces and polyethylene sheeting with lockdown encapsulant after satisfactory visual inspections by the abatement contractor's supervisor and project Industrial Hygienist. 12. Abatement contractor shall be responsible for cleaning surfaces free of duct tape and spray glue residue during teardown procedures.
