Task orders issued under this SATOC will require performance of work at Creech and Nellis Air Force Base, Nevada. PROJECT DESCRIPTION: This procurement action will result in establishing a Firm-Fixed-Price Indefinite Delivery Indefinite Quantity (IDIQ) Single Award Task Order Contract (SATOC) with one contractor to provide Design Build and Design-Bid-Build construction services for Nellis Air Force Base and Creech Air Force Base in Southern Nevada. Construction activities may include renovation, repairs, earthwork, parking lots, communications, security fencing and alarm systems, security team escorts, electrical replacement, roofing and siding replacement, hangar door repair, generator replacement, building repairs, roof repairs, civil, communication, mechanical, plumbing, structural, electrical, heating, ventilation, replace doors, air conditioning (HVAC), anti-terrorism and force protection. When higher level security is required, escorts for Top Secret/Sensitive Compartmented Information, (TS/SCI) inside certain areas within Nellis AFB will be provided. ACQUISITION SET-ASIDE: This acquisition is set-aside for 8(a) Small Businesses and limited to 8(a) firms located within SBA Region 9, and other 8(a) construction firms with a bona fide place of business within the geographical competitive area. All other 8(a) BD participants are deemed ineligible to submit offer. The North American Industrial Classification System (NAICS) Code for this procurement is 236220 - Commercial and Institutional Building Construction with a size standard of $39.5M. Firms must be considered a small business for the designated NAICS in SAM.gov. The FSC Code is Y1BZ, Construction of Other Airfield Structures. CONTRACT TYPE: This is a Competitive Request for Proposal (RFP) using Best Value Trade-Off, resulting in one Indefinite Delivery, Indefinite Quantity (IDIQ) Contract and is expected to be for a period of a Two (2) year base, with three (3) one-year options, or $49.9M, whichever comes first. Task order projects will vary in size, but the order limitation of task orders shall range between $2K and $5M. Task orders issued under this SATOC will be firm-fixed price and may include optional bid items. To meet the minimum guarantee, the Government anticipates awarding the seed project at time of contract award. SELECTION PROCESS: This procurement will be conducted in accordance with FAR 36.3 entitled Two-Phase Design-Build Selection Procedures. During Phase I evaluation of the of the "base IDIQ contract", interested firms or joint venture entities (referred to as "Offerors") will submit a proposal demonstrating their past performance and capability to successfully execute this requirement. The Government will evaluate the offerors' qualifications ("Performance Capability") as submitted in response to Phase 1 evaluation factors such as Factor 1 - Experience and Capability, Factor 2 - Past Performance of Prime Contractor, Factor 3 -Design Support and Past Performance, and Factor 4 - Management Effectiveness. After evaluating Phase 1 proposals, the Government intends to select no more than five (5) of the most highly qualified Offerors in Phase 1 to compete in Phase 2. During Phase 2 evaluation of the seed project, the Government will evaluate the Phase 2 proposals, in accordance with FAR 15 and the criteria described for Phase 2 in the solicitation, such as Technical Approach and Price, and award the contract to the responsible offeror, whose proposal conforms with all the terms and conditions of the solicitation and whose proposal is determined to represent the overall "best value" to the Government, considering all technical and non-technical factors including cost or price identified under Phases 1 and 2. PROJECT DESCRIPTION OF SEED TASK ORDER: Contractor shall furnish all design, labor, equipment, material, manufactured articles, transportation, supervision, and all else necessary to perform all operations. Existing fire suppression system inside B846 includes 2 fire pumps, 1 jockey pump, 4 isolation valves and 2 pump control panels which are highly corroded, leaking and do not meet current fire code. The parts of the system which need replaced exist in pump house Building 846 which feed Building 858 fire suppression system, an aircraft engine maintenance shop. Currently the pump house and engine shop are separated by a CMU wall. The pump house can only be accessed through the Logistics Readiness Squadron (LRS) Fuels Yard by escort. This project should re-route existing CMU wall around the pump house to allow for access directly from the parking lot of Building 858. BETA.SAM.GOV SOLICITATION WEBSITE: The Phase 1 solicitation will be available on or about 15 March 2021. If the Government elects to conduct a pre-proposal conference and site visit for Phase 2, it will be conducted after the Phase 2 selection has been made. Phase 2 solicitation will be available on or about 15 June 2021. The official solicitation, when posted, will be available by electronic posting only and may be found at Beta System For Award Management website at http://www.Beta.SAM.gov/. Paper copies of the solicitation will not be issued. Telephone and Fax requests for this solicitation will not be honored. To download the solicitation for this project, contractors are required to register at Beta System For Award Management website at http://www.Beta.SAM.gov/. Amendments, if/when issued, will be posted to the above referenced website for electronic downloading. This will be the only method of distributing amendments prior to closing; therefore, it is the Offerors responsibility to check the website periodically for any amendments to the solicitation. SYSTEM FOR AWARD MANAGEMENT (SAM) REGISTRATION REQUIREMENT: Offerors shall have and shall maintain an active registration in the SAM database at http://www.sam.gov to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
