For all labor, material, and services necessary for 2021 Target Area Street Resurfacing Project as more fully described in the Contract Documents prepared by the City of Massillon. Subject to the right of the Owner to reject any or all bids, the Owner will award contracts to the bidder(s) submitting the lowest and best bid(s). Direct questions about the Project to Gregory A. All bids must be accompanied by a Bid Guaranty in the form of either a Bid Guaranty and Contract Bond for the full amount of the bid (including all add alternates) or a certified check, cashier's check, or an irrevocable letter of credit in an amount equal to 10% of the bid (including all add alternates), as described in the Instructions to Bidders. Bidders are also requested to provide a copy of his/her company's liability insurance certificate with a minimum coverage of one million dollars ($1,000,000.00) when bid is submitted. Each proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of its experiences on projects of similar size and complexity. All contractors and subcontractors involved with the project will, to the extent practicable use Ohio Products, material, services, and labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of the Ohio Administrative Code Chapter 123, the Governor's Executive Order of 1972, and Governor's Executive Order 84-9 shall be required. This project is Federally assisted, award of grant funds by the U.S. Dept. Of HUD. Contracts to be award under this invitation for bids will be subject to Presidential Executive Order 11246, as amended, requiring affirmative action for equal employment opportunity (EEO). Contractors are further advised that January 27, 1972, Equal Opportunity Executive Order of the Government of Ohio is also applicable to this bid. The work to be performed under this contract is also subject to Federal Labor Standards Provisions, including the payment of prevailing wage rates as determined by the Secretary of Labor in accordance with the Davis-Bacon Act. Bidders shall also be required to comply with the provisions of Section 3 of the Housing and Urban Development Act of 1968, for training and employment be given to lower income residents of this project area and that contracts for work in connection with the project be awarded to business concerns which are located in, or owned in substantial part, by persons residing in the area of the project. No Bidder may withdraw its bid within sixty (60) days after the bid opening. The Owner reserves the right to waive irregularities in bids, to reject any or all bids, and to conduct such investigation as necessary to determine the lowest and best bidder for each contract.
