As of April 23, 2025, a design/build firm has been awarded. Construction began in April 2025 and is expeced to be completed in summer 2028. *The closed solicitation has been included below for reference: The East County Advanced Water Purification (AWP) Joint Powers Authority (JPA) invites qualified design-builders to submit a Statement of Qualifications. The JPA desires to implement a potable reuse program to supply advanced treated recycled water to East San Diego County. At this time, the JPA seeks qualified entities to design and build a new Regional Brine Line to convey brine and solids dewatering liquid-waste stream produced by the advanced water purification treatment processes from the East Mission Gorge Pump Station to the City of San Diego's South Mission Valley Trunk Sewer, and to rehabilitate the existing East Mission Gorge Force Main which will serve as a wet weather/failsafe pipeline through a progressive design-build agreement.
