Project consists of sand removal, hauling, deposit, grading, and appurtenant work as shown on the plans with Drawing No. 2021-D-051. The Engineer's Estimate of cost is $150,000 for two phases of work. The bidder's proposal includes two Schedules of Work and Prices for the two phases of construction to be performed in Fiscal Year 2021/ 2022. The work shall be performed in November of 2021 (Phase 1) and May 2022 (Phase 2). Prices bid shall be held for both Schedules of Work and Prices. The Contractor shall have the option to extend the Contract for one year at a time, up to four years total for Fiscal Years 2022/2023, 2023/2024, 2024/2025 and 2025/2026. Hardcopy formats and electronic medium format (CD) can be mailed by CyberCopy to the prospective bidders ($15 for shipping and handling). The cost to obtain plans and specifications in any specified format herein is non-refundable The City reserves the right to retain all bids for a period of 60 days for examination and comparison, and to delete any portion of the work from the contract. The City reserves the right to reject any and all bids and to waive any informality in such bids. Mobilization shall consist of preparatory work and operations, including, but not limited to, those necessary for the movement of personnel, equipment, supplies, and incidentals to the project site. Mobilization shall additionally include the establishment of any temporary facilities and the submittal of a detailed construction schedule and other submittals that are required by the City before mobilizing onto the work site. The project site is defined as the Pierpont "Lanes", narrow streets leading from Pierpont Blvd. or Monmouth Drive toward the beach from San Pedro Street to Greenock Lane. The scope of this project includes grading/contouring sand, and removing and hauling excess beach sand at the end of up to twenty-seven (27) Lanes of the Pierpont Beach neighborhood as well as the sand along the frontage of up to sixteen (16) private properties, as shown on the Plans and as directed by the Engineer. The sand removal and grading are within the City's 40-foot right-ofway, as shown on the Plans, that stretches approximately one mile along Pierpont Beach between San Pedro Street and Greenock Lane. There are existing storm drains, manholes and waterlines within the right-of-way. The buried pipes are several feet below the excavation limits of this project. The Contractor shall haul the sand from the Lanes to sand deposit sites as shown on the Plans and as directed by the Engineer. At deposit sites, the Contractor shall spread the sand evenly within the boundaries shown on the plans and as directed by the Engineer.
