Site work and new construction of a mixed-use development in Mount Vernon, Washington. Completed plans call for the construction of a 35,000-square-foot library; for site work for a library; 125,000-square-foot parking garage; and parking garage.

The Library Commons Project consists of a new public library and community center below three floors of structured parking located downtown across from the county courthouse on Kincaid Street between 2nd and 3rd. The library and community center covers between 30,000 - 35,000 SF and the structured parking area will be approximately 125,000 SF. The project will incorporate sustainable strategies to reduce overall carbon footprint, promote environmental and healthy materials, and promote and encourage sustainable transportation options such as access to mass transit and vehicle charging stations. The project will serve as a gateway to the historic downtown and other regional attractions. All bid proposals shall be accompanied by a bid proposal deposit or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal. Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond and payment bond both in an amount of 100 percent (100%) of the contract price within the time stated in the specifications, the bid proposal deposit shall be forfeited to the City of Mount Vernon. All bidders and subcontractors shall have a contractor's license to work in the State of Washington and a City of Mount Vernon Business License. The City of Mount Vernon reserves the right to reject any or all bid proposals, revise or cancel the work, complete the work by other means, or to postpone the bid award by up to thirty (30) days after bid opening. To ensure fairness and avoid misunderstandings, all communications must be in written format and submitted only in the format set forth above. All questions received will be logged and reviewed and if required, a response will be provided via addendum to the ITB that will be posted on the City's e-Procurement Portal
