For Skagit County Solid Waste Long Haul Transport and Disposal Skagit County Public Works Department will accept Proposals from qualified entities for the transportation and disposal of solid waste collected in Skagit County at the Skagit County Recycling and Transfer Station. his project involves the long haul transportation and disposal of solid waste collected at the Skagit County Transfer and Recycling Station. The County is seeking proposals from experienced entities that are technical, financially, and legally qualified to provide the required services. The Countys current contract for solid waste receiving, transport, and disposal services expires on September 30, 2023. The schedule and dates below are approximate estimates only, subject to change at the Countys discretion: Pre-proposal Conference - to be scheduled at mutually beneficial time. Review of Proposals and consideration of qualifications: February 27 - March 31, 2023 Initial identification of recommended of Proposer: April 2023 Begin and contract discussions with recommended Proposer: April 2023 Public hearing and written findings: Spring 2023 Execution of contract with selected Proposer: Spring 2023 Established Selection Criteria: Specific criteria for Proposer selection is specified within the RFP and is available at the Skagit County website indicated above, or from the Skagit County Public Works Department, 1800 Continental Place, Mount Vernon, WA 98273. The selection criteria may include, but are not limited to: the Proposers prior experience; management capability; schedule availability; financial resources and stability; cost of services, nature of proposed facility; system reliability; performance standards for facility; compatibility with existing service facilities; project performance guarantees; technical expertise; enforcement provisions; environmental protection measures; consistency with comprehensive solid waste management plan; risk allocation etc. The complete selection criteria are detailed with the RFP. Insurance and Bonding: The awarded Proposer shall obtain and provide proof of insurance and performance bonding requirements as described within the RFP. The County shall be named as an additional insured, as required by the County.
