Construction Management Services for the 57/60 Interchange Improvement Project. The San Gabriel Valley Council of Governments (SGVCOG) is inviting proposals from qualified vendors to provide construction management services for SR57/SR60 Confluence Project. The State Route 57 (SR-57) and State Route 60 (SR-60) area of confluence, between the City of Diamond Bar and City of Industry, is among the worst segments of freeway in the nation for traffic congestion and accidents. This two-mile long area is also the busiest truck freight route in the country, which adds additional stress and conflict as cars and trucks contend for position on the road. Consultants are advised that SGVCOG has established an SBE goal of 14% for this project Request for Proposals (RFP) No.21-02 will be available online or about March 15, 2021. Please register your firm with as Questions & Answers (Q&A) as well as any other supplemental information, including the RFP, addenda and/or updates will be posted. Registered firms will receive notifications of all updates for this procurement The method of contractor selection has not been determined at this time. The State Route 57 (SR-57) and State Route 60 (SR-60) area of confluence, between the City of Diamond Bar and City of Industry, is among the worst segments of freeway in the nation for traffic congestion and accidents. The Los Angeles County Metropolitan Transportation Authority (Metro) is the primary funding agency for the State Route 57/60 Confluence Chokepoint Relief Program, which consists of two phases - Phase I: The Diamond Bar Golf Course Mitigation Improvements Project (GOLF PROJECT); and Phase II: The SR-57/60 Interchange Improvements Project (FREEWAY PROJECT). SGVCOG serves as the lead agency to oversee all aspects of the construction of Phase I and Phase II, in close coordination with the California Department of Transportation (Caltrans) District 7 Office, the Los Angeles County, the City of Diamond Bar and the City of Industry. The GOLF PROJECT will be delivered under separate Construction Management (CM) and construction contracts. The FREEWAY PROJECT work includes: Construct an eastbound on-ramp bypass lane from SR-60 Construct a new eastbound general-purpose lane Reconfigure the Grand Avenue westbound on-ramp and the eastbound onand off-ramps Widening of Grand Avenue and reconstruction of Bridge Overcrossing Construction of an eastbound SR-60 off-ramp bypass from the northbound SR-57 split Reconstruct eastbound SR-60 Diamond Bar Blvd on-ramp
