**Contractors that obtain Contract Documents from a source other than the Issuing Office must notify the Issuing Office in order to be placed on the official Plan Holders List, receive Addenda and other Bid correspondence. Bids received from Contractors other than those on the official Plan Holders list will not be accepted and bidders that obtain documents from other than the Issuing Office do so at their own risk in the event of inaccuracies, missed communications from the Issuing Authority or other matters contributing to a deficient bid submission. The project consists of various improvements to Cooper Lake Dam and Water Supply Intake System. Major components of the project include: replacing the water supply intake piping, tower structure, valves and controls, and metering chamber; water supply system electrical upgrades; dam safety modifications including raising the crest of the Main Dam, flattening the downstream slope, installing internal filters and drains, and installing geotechnical instrumentation; replacing the principal spillway; and leveling the crest and flattening the upstream slope of the West Dike. The project also includes constructing permanent components of an emergency water supply connection between New York City Ashokan Reservoir and the Kingston Water Departments Pre-treatment Facility on Sawkill Road, and, if so directed, installing temporary water supply piping and operating the temporary connection to provide emergency water supply to the Pre-treatment Facility if required during the Cooper Lake project. This project will utilize a Project Labor Agreement (PLA). As such, this project is exempted from the requirements of Wicks Law and therefore includes one (1) General Contract inclusive of all work items. All electrical work will be contracted and performed within the General Contract The Owner reserves the right to waive any informality in or to reject any or all Bids if deemed to be in its best interest. Each Bid shall be submitted in accordance with the Instructions to Bidders and shall be accompanied by a Bid Security in the amount of 5 percent of the Bid. Bidders may not withdraw their Bids for a period of 45 days after the actual date of the opening of the Bids. The Successful Bidder must furnish a 100 percent Construction Performance Bond and a 100 percent Construction Payment Bond with a surety company acceptable to the Owner Additional information: • Regarding Section 02 41 16 (Structure Demolition), Paragraph 2.1.C, and Section 03 30 00 (Cast-in-Place Concrete), Paragraph 2.3.D, the Contractor may submit, for consideration by the Engineer, a grout mix design with a 28-day compressive strength of less than 4,500 psi for use in grouting and abandonment of the existing water supply pipe and LLO conduit, as shown on Drawing C-105 • Regarding Add Alternate Pay Item A2 as shown on the Bid Form and Section 01 22 00 (Measurement and Payment), Paragraph 2.43, all environmental controls, site prep, clearing, grubbing, etc., required for the installation, operation, and removal of the temporary water supply pipeline will be paid under Pay Item A2, unless specifically stated as being paid elsewhere in the Contract Documents
