For the Collection, Removal and Disposal of Garbage and Trash Refuse for the Borough of Carteret. . Statement of Consent of Surety from a surety company authorized to do business in the State of New Jersey and acceptable to the Borough and either a Bid Bond or Certified Check drawn to the order of the Borough of Carteret, for not less than ten percent (10%) of the amount bid except that the check need not exceed Twenty Thousand Dollars ($20,000.00). Proposals must be made on the Proposal Forms contained herein, in the manner designated in the bid documents, must be enclosed in SEALED envelope bearing the name, address of the Bidder, and the phrase on the outside. The award of the Contract for this work will not be made until the necessary funds have been provided to the Borough of Carteret in a lawful manner. Proposals for this Contract will be accepted only from bidders who have been properly qualified in accordance with the requirements of the Contract Documents. The Borough reserves the right to reject a bid based upon a bidder's qualifications, finances and experience, information which is to be provided by affidavit. The Borough also reserves the right to reject any or all bids or to waive any information where such informality is not detrimental to the best interest of the Borough. The successful bidder shall be required to comply with: A. Affirmative Action requirements, P.L.1975, c. 127, N.J.S.A. 10:5-1 et seq.; B. The Worker and Community Right to Know Act, N.J.S.A. 34:54-1 et seq.; and its Underlying regulations, N.J.S.C 17:27 et seq.; C. The New Jersey Prevailing Wage Act, N.J.S.A. 34:11-56.25 et seq.; D. Anti-Kickback Regulations under Section 2 of the Copeland Act (dated June 13, 1934); E. The Solid Waste Utility Control Act, N.J.S.A. 40A:13A-1 et. seq.; F. The Solid Waste Collection Regulatory Reform Act, N.J.S.A. 48:13A-7.1 et seq.; G. The Solid Waste Utility Regulations, N.J.S.C. 7:26H-1.1 et seq. Moreover, the bid must be accompanied by a list of names and addresses of all stockholders owning ten percent (10%) or more of the stock in accordance with the provisions of the Public Disclosure Law (P.L. 1988, Ch. 33, N.J.S.A. 52:25-24.2).
