The proposed work consists of a new 6 sidewalk from N. Pier Park Drive to Nautilus Street along Panama City Beach Parkway and includes concrete sidewalk, concrete gravity wall, sod, minor drainage improvements, guiderail, concrete sidewalks and handicapped ramps with detectable warning mats. To ensure consistent distribution of Addendums and clarifications only registered Bid Set Holders are authorized to submit bids on this project. The bid must conform to Section 287.133(3) Florida Statutes, with respect to Public Entity Crimes. A Bid Bond in the amount of 5% shall accompany the Bid. The City of Panama City Beach (City) reserves the right to reject any and all Bids. All Bids shall be firm (including all labor and material prices) for a period of 90 days. The City shall award the Contract to the Bidder who the City determines in its reasonable discretion that offers the City the better value based upon the overall unit prices for the various portions of the potential Work that may be authorized pursuant to the Contract. All bidders shall be Florida Department of Transportation Pre-Qualified and must provide proof of pre-qualification with their bid. The City shall award the Contract to the lowest responsive and responsible bidder; provided, however, the City reserves the right to award the Contract to a Bidder who is not the lowest responsive and responsible bidder if the City determines in its reasonable discretion that another Bid offers the City a better value based upon the reliability, quality of service, or product of such other Bidder. There will be no mandatory pre-bid meeting for this project.
