This project includes the construction of a reuse transmission main extension that will connect portions of existing reuse transmission mains along Panama City Beach Parkway. The objective of this project will be to provide future reuse water service to the Panama City Beach Sports Park as well as other areas that require reuse/irrigation water. The project includes the supply and installation of a reuse transmission main along the north side of Panama City Beach Parkway. The proposed 20" reuse transmission main will connect to the existing 20-inch reuse transmission main at the intersection of Panama City Beach Parkway and North Glades Trail (to the west). The proposed reuse transmission main will run approximately 4,000 LF to the east along Panama City Beach Parkway until it is reduced to a 16" reuse transmission main. The 16 reuse transmission main continues another 3,300 LF until it ultimately connects to the existing 16-inch reuse transmission main near the intersection of Panama City Beach Parkway and Chip Seal Boulevard/Cauley Avenue. The proposed construction includes multiple directional bores, extensions for future connections, right of way restoration and other associated appurtenances. The Contractor shall provide all permits, labor, materials, equipment, tools, transportation, and supplies to complete the project in its entirety as described in the contract documents. Electronic Bids will only be accepted when submitted. Emailed submissions will not be accepted. Alternately, one original and one copy along with an electronic copy (CD or USB flash drive) may be delivered to the City Hall Office at the City of Panama City Beach City Hall, 17007 Panama City Beach Parkway, Panama City Beach, Florida. Any sealed Bid submitted on paper must identify and clearly mark the Bid # PCB21-25 ITB PCB Parkway Reuse Transmission Extension on the package. Receipt of a Bid by any Panama City Beach Office, receptionist, or personnel other than the City Hall's front desk does not constitute "receipt" as required by this solicitation. The time received at City Hall shall be conclusive as to the timeliness of receipt. A Bid Bond in the amount of 5% of the total amount of the Bid shall accompany the Bid. The City of Panama City Beach ("City") reserves the right to reject any and all Bids. All Bids shall be firm (including all labor and material prices) for a period of 30 days after opening. The City shall award the Contract to the lowest responsive and responsible bidder; provided, however, the City reserves the right to award the Contract to a Bidder who is not the lowest responsive and responsible bidder if the City Council finds that the lowest bidder does not offer the reliability, quality of service, or product afforded by such other Bidder. Each bidder must comply with all applicable state and local laws concerning licensing, registration, and regulations of contractors doing business in Florida. It is the sole responsibility of the Bidder to determine if an addendum(s) has been issued.
