Site work and paving for a mixed-use development in Panama City Beach, Florida. Completed plans call for site work for a road / highway; for paving for a road / highway; water / sewer project; sidewalk / parking lot; and sidewalk / parking lot.

This project includes the reconstruction of the Frank Brown Connector Road from Mandy Lane to Pier Park Drive. The project consists of the reconstruction of 0.58 miles of roadway with three asphalt parking lots and additional roadside parking. The project also includes the construction of a duplex lift station with associated power and equipment, 554 LF of 2 water service, 711 LF of 2 wastewater force main, 433 LF of 4 non-potable water, 221 LF of 8 gravity sewer, and relocation of existing utilities. The Contractor shall provide all materials, equipment, and labor to complete the project. BIDDERS must submit all questions, if any, in writing at least seven (7) days prior to the BID date. If necessary, questions will be answered as ADDENDA and will be issued to the Contract Documents and posted on the City's website and in DemandStar. It is the sole responsibility of the bidder to determine if any addenda have been issued. The due date for questions will be by the close of business on October 26th, 2023 at 4:00PM CDT. Each bidder must comply with all applicable state and local laws concerning licensing, registration, and regulations of contractors doing business in Florida. Contact with any other City official or City employees for the purpose of inquiries regarding this bid or the meaning or interpretation of these specifications shall be grounds for disqualification. The City shall award the Contract to the lowest responsive and responsible bidder; provided, however, the City reserves the right to award the Contract to a Bidder who is not the lowest responsive and responsible bidder if the City determines in its reasonable discretion that another Bid offers the City a better value based upon the reliability, quality of service, or product of such other Bidder.
