The County Commissioners of Carroll County wish to receive Proposals from qualified firms for cured-in-place pipe rehabilitation services in accordance with the terms, conditions, and specifications of this solicitation. This Request for Proposals (RFP) is being issued to obtain cured-in-place trenchless pipe rehabilitation services for the County's sanitary sewer systems. The County's goal is to reduce the inflow and infiltration into the wastewater collection systems and to extend overall service life of the system components. The successful Contractor shall provide all labor, materials, and equipment necessary to perform the work at the time and place as designated by the County. The contract is intended to be open ended with the potential to assign multiple projects. Actual quantities for individual project assignments will vary. The work primarily consists of cured-in-place pipe rehabilitation of sewer mainlines and laterals, cleaning, CCTV inspection, cutting and removal of protruding taps, reinstatement of laterals, installation of lateral cleanout, point repairs, and bypass pumping. All required maintenance of traffic measures necessary for any work performed under this Contract shall be provided by the Contractor. CONTRACT TERM: One year with the potential of four separate one-year renewals. Bid deposits shall be in the form of a Bid Bond or certified check made payable to the County, in the amount of five percent (5%) of the Base Bid Sum. A Pre-Bid Conference will not be held for this RFP. All questions regarding the requirements or the interpretation of any provision of the Contract Documents must be submitted electronically via online by no later than 4:00 PM EST on Thursday, April 22, 2021. All bidders must be pre-qualified by the Carroll County Department of Public Works prior to bid opening. The bidder must be approved for the type of work applicable to the project. The pre-qualification application forms shall be submitted to the Bureau of Engineering a minimum of fifteen (15) days in advance of the bid opening. The County is not obligated to award the contract to the apparent low bidder, and specifically, reserves the right to waive informalities, to reject any or all bids and to award the contract in its entirety, or in part, whichever in its opinion best serves the interest of the County. In addition, bids may be rejected if they show any omissions, alterations of form, additions or deductions not called for, conditions or uninvited alternate bids.
