A timeline for award has not yet been established.** The New York Power Authority (hereinafter, the "Authority" or "NYPA") invites you to submit a proposal to furnish all plant supervision, labor, materials and equipment (except for services, materials and/or equipment to be furnished by others as specifically referred to in the Contract Documents) and performing all operations required for the dark fiber lease and installation of a dark fiber network connection on existing facilities owned by the New York State Power Authority (NYPA) and New York State Thruway Authority (NYSTA) in the Northern New York (NNY) and Central New York (CNY) region. This project consists of a NYPA sub-station located at 825 Durand Road, Plattsburgh NY to the NYSTA ILA location in Albany. Bidder must supply regeneration facilities along path to furnish adequate optical transmission and delivery to end points. Bidders are hereby DIRECTED to make use of the New York Power Authority Electronically in order to obtain instructions on participating in the bidding process through Ariba. Bidders obtaining bid documents from sources other than NYPA Ariba do so at their own risk. Commensurate experience is required for this project. The New York Power Authority makes no representations or warranties regarding the experience, skill or business integrity of interested subcontractors / suppliers identified; nor shall the inclusion of any interested subcontractors / suppliers be deemed a recommendation by the New York Power Authority. Bidders are responsible for conducting their own due diligence in the selection of subcontractors and suppliers. this Scope of Work, including the relevant attachments, covers the requirements to provide Dark Fiber transmission facilities to support NYPA's backbone network requirements. NYPA plans to lease two [2] strands of dark fiber transmission facilities, including regeneration/amplification colocation space, under the terms of an IRU agreement to be entered into with the Bidder. This communication link will provide connect a NYPA substation facility in Plattsburgh, NY to a New York State Thruway Authority (NYSTA) regeneration facilitylocated near Exit 23 in Albany, NY. The planned NYPA communications backbone network will be configured with network equipment in a subsequent project, operating a DWDM platform with channel speeds ranging from 10Gbps to 100Gbps. The addresses of the NYPA locations to be connected are as follows: o NYPA Plattsburgh Substation - 825 Durand Road, Plattsburgh, NY 12901 o NYSTA Albany Regeneration Site - Route I-87N, Exit #23 (milepost 142.4) located off McAlpin Street near east of the intersection of Delaware Avenue The dark fiber facilities to be leased under the IRU will consist of: o Existing fiber optic strands on the Bidder's Carrier network (if applicable) o Fiber optic cable to be installed either as lateral buildouts from an existing Bidders network or a new segment of infrastructure between the NYPA demarcation locations. o Colocation space designed and constructed to Telecordia mission critical reliability standards to support regeneration/amplification.
