Conceptual plans call for the demolition of a medical facility; for the construction of a 490,000-square-foot medical facility; for site work for a medical facility; water / sewer project; 321-space parking garage; 30,000-square-foot pre-engineered storage facility; and pre-engineered storage facility.

LOUIS HEALTHCARE SYSTEM (STLHCS) JOHN COCHRAN (JC) DIVISION W912DQ-21-SS-7100 The following is a Sources Sought Notice. This Sources Sought announcement is for market research information only and is to be used for preliminary planning purposes. No proposals are being requested and none will be accepted in response to this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS NOTICE. The purpose of this notice is to gain knowledge of potential and interested qualified business concerns capable of performing Commercial and Institutional Building Construction in the St Louis, MO metropolitan area. This effort is classified through the North American Industry Classification System (NAICS) under 236220 Commercial and Institutional building Construction. It is anticipated that a solicitation announcement will be published in the Federal Business Opportunities in late 2022 or early 2023. The estimated magnitude of this project is over $500,000,000 with an estimated construction duration of 5+ years. The US Army Corps of Engineers, Kansas City District is seeking a construction contractor to execute the construction of new and replacement facilities at the John Cochran VA hospital in St. Louis, MO. The project is tentatively programmed f or construction in the late FY22 through FY 27. The hospital complex may consist of the following facilities/improvements (quantities subject to change): New Bed Tower (430,000gsf) New Central Energy Plant (30,000gsf) New IT/Engineering Warehouse (30,000gsf) New Water Storage Structure New Elevated Parking Structure (1,300spaces) Construction related site work Demolition of existing ancillary structures This Project will begin to right-size the VA's John Cochran Division Medical Center by demolishing several deficient and underutilized buildings, constructing multiple new seismically compliant structures & facilities and planning for future expansion and demolition of primary facilities under a coordinated master plan. This project will design and build those features identified in coordination to the adjacent and active medical center, including a new substance abuse treatment clinic, new site electrical service, relocated utilities and upgraded security features. New parking structure(s) are necessary to support current and future parking demands. New central energy plant is necessary to replace existing aged and undersized plant in support of current and future facilities. The Kansas City District is soliciting feedback from industry as part of our market research efforts associated with this acquisition. The Corps of Engineers are considering various acquisition strategies to deliver this project and request input from industry. The following information is requested in this Sources Sought (SS) announcement with a limit of ten (10) pages for your response: Organization name, address, email address, website address, telephone number, and business size (small or large) and type of ownership for the organization; include DUNS number and CAGE code. Firm's interest in providing a proposal on the pending solicitation once issued. Experience: Evidence of capabilities to perform work comparable to that required for this project (e.g. management of construction of a large Hospital complex. Provide three recent relevant/comparable projects (not more than ten years old). Include the project name; dollar value of the project; description of the key/salient features of the project; identify the contracting office & the customer/user (include POC information); and identify/discuss the acquisition method (e.g., sealed bid, best value), contract type (e.g., Firm Fixed Price, Fixed Price Incentive Successive Targets (FPIS), and delivery method (e.g., Guaranteed Maximum Price (GMP, Design-Bid-Build, Design-Build, Early Contractor Involvement (ECI), Construction Manager as Constructor (CMc, etc.). In the discussion of acquisition method, identify the advantages/disadvantages (from the contractor's and the owner's perspective) of the contract type/acquisition approach used for the representative project. Responses should address the firm's capability to construct a large hospital complex and the associated challenges related to maintaining an active hospital during the construction of such a facility. Active Medical Center: The VA STL JC medical center will need to remain operational during construction. Does the requirement to work around and coordinate with an active medical center influence Industry's interest in this project Firm's Bonding Capability (construction bonding level per contract and aggregate bonding level, both expressed in dollars). Include any concerns associated with providing performance and payment bond for the projected contract value identified.
