The work performed under this contract includes the furnishing and installation of a Programmable Logic Controller (PLC) and touchscreen based security electronics system at the Hill Road Correctional Facility control room. The system will replace all existing hard-wired control panels and all relay based central electronics. The new touchscreens will include controls and indicators to emulate all functions currently provided by the existing hard-wired control panels. The new PLC systems will be programmed to perform all functions currently provided by the existing relay based central electronics. All equipment furnished as part of this work will be non-proprietary. All new data, power and communications cable will be installed from each touchscreen to the new PLC systems. The time to complete this project is Twenty (20) calendar days County will provide responses to Bidders' questions received no later than 5:00 p.m., local time, on April 8, 2021, with responses provided no later than 5:00 p.m. on April 9, 2021. Questions shall be in written form only and shall be sent by email to facilities@lakecountyca.gov. A Bid Bond by an admitted surety insurer on the form provided by the County, cash, or a cashier's check or a certified check drawn to the order of the County of Lake, in the amount of ten percent (10%) of the total bid price, shall accompany the Bid Form. The successful Bidder shall be required to furnish a 100% Performance Bond and a 100% Payment Bond if it is awarded the contract for the Work. Owner reserves the right to reject any and all bids and to waive informalities and irregularities.
