This project is part of the City of Thorold's overall program aimed at reducing inflow and infiltration in the City's Sanitary Sewer System. This effort in conjunction with sewer rehabilitation is consistent with the recommendations outlined in the City's most recent Pollution Control Plan and the Peel Street Pump Station Pilot Inflow and Infiltration Project. This project is specifically intended to mitigate the impact of private property weeping tile derived extraneous flow to the City's sanitary sewer system while providing protection against sewer surcharge related basement flooding in homes with a past history of flooding. In past years City Staff have managed a program, the Residential Flood Relief Program, that provides subsidy to homeowners who have experienced wet weather sewer surcharge related basement flooding on a repeated basis. This program involves the installation of sump pit, sump pump, back up pump, sewer backwater valve and disconnection and redirection of weeping tiles to the installed sump pit along with all necessary discharge piping, plumbing, electrical and site works. A typical installation is indicated, for illustrative purposes only, in the following graphic. Prior to this evaluated tender, the City of Thorold has enlisted the assistance of multiple plumbing contractors for weeping tile disconnection works on an "as and when" basis. Recent and repeated intense rainfall and thaw events have increased the need for the tactical removal of extraneous flow and the corresponding volume of requests for assistance under the City's Flood Relief Program. This has necessitated the grouping and prioritization of works into one work package in the interest of both achieving economies of scale and the delivery of an expedited program that will meet the City's program objectives. The intent of this evaluated tender is to secure a single qualified plumbing contractor for a three year period, subject to council approval and available funds in years two and three, to perform these works in a consistent and repeatable manner.
