Renovation of a mixed-use development in Corpus Christi, Texas. Completed plans call for the renovation of a elderly care / assisted living facility; and municipal facility.
**As of June 16, 2021, this project has not yet been awarded. A timeline for award has not yet been established. The Health and Human Services Commission is soliciting proposals for the selection of a Construction Manager-at-Risk to provide the following services: (i) pre-construction services, such as constructability guidance, cost estimates, site evaluations, and construction schedules; (ii) upon completion of the design development phase, provide a Guaranteed Maximum Price at the election of HHSC; and (iii) perform complete construction services consistent with the construction manager-at-risk delivery process described in the attached draft contract between Owner and Construction Manager-at-Risk for Project No. 20-301-GEN, Emergency Generator Replacements, Corpus Christi State Supported Living Center (Corpus Christi, TX) and Rio Grande State Center (Harlingen, TX). Construction-Manager-at Risk (CMR) shall investigate and coordinate all pre- construction services and shall manage construction services for the installation of emergency generators at Corpus Christi State Supported Living Center and Rio Grande State Center State Hospital and SSLC facilities. Included is installation of associated building enclosures (where required), foundations, fencing, automatic transfer switches and other miscellaneous electrical equipment and other materials. The scope could also require additional efforts related to existing building upgrades required by the new systems - this will be confirmed upon project development by consultants. CMR would be expected to participate in onsite review of existing conditions, provide Rough Order of Magnitude (ROM) cost estimates and help facilitate discussions on options and directions. Generator installation/replacement and associated electrical equipment to provide full backup power for multiple buildings on the Corpus Christi SSLC campus. The solution may include a single large generator placed inside a new building or the installation of multiple generators to support a single or group of buildings; Generator replacements and associated electrical equipment to provide full backup power for two Corpus Christi SSLC offsite bond homes; Generator installations/replacements and associated electrical equipment to provide full backup power for multiple SH & SSLC buildings at the Rio Grande State Center campus. The solution may include a single large generator placed inside a new building or the installation of multiple generators to support a single or group of buildings. Phase One: Collaborate with HHSC and its architects and engineers (A/E), HUB Subcontracting Plans Due: Tuesday, May 4, 2021 by 10:30 A.M. Central Time Cotton/Landreth Architects, Inc., during the drafting and completion of the Construction Documents. The Respondent's expertise will be used to affect value engineering, establish a project schedule, and ultimately determine the Guaranteed Maximum Price. The services include, but are not limited to, attendance at meetings, and consultation regarding plan reviews, constructability reviews, and cost estimating. Phase Two: In accordance with the approved schedule and GMP, Contractor shall facilitate bidding and selection of subcontractors in compliance with HUB requirements, and provide and/or secure and install all materials, labor, coordination, management and supervisory activities necessary to complete construction of the Project in accordance with the drawings, specifications and other contract documents that will be prepared by the A/E and HHSC. In lieu of a personal site visit because of Covid-19 issues, Project Site Conditions Photobook consisting of a PowerPoint of the site conditions as visual aids to assist in determining the costs for the Project. The Cost of Work stated "Cost of Work" should be considered as the basis for the construction budget, or Guaranteed Maximum Price (GMP), but it does not include any Pre-construction Management fees, Construction Management fees, and Construction General Conditions. For planning purposes, the Pre-Construction Phase is estimated to be 95 calendar days. The Construction Phase is required to commence on the date specified in the Notice to Proceed for the Construction Phase (NTPC). It is estimated that the commencement date will be 31 calendar days from the date of the NTPC. The date of substantial completion is estimated to be 200 calendar days from the commencement date in the NTPC. The substantial completion time period in this paragraph is just an estimate. The actual number of calendar days from commencement of the Construction Phase to substantial completion will be set forth in the NTPC and may be modified by contract amendment for change order. Anticipated Contract Execution Date July 7, 2021 This Solicitation is classified as an Building Construction under the above CPA rule and therefore the HHS HUB utilization goal is 21.1%.
