The proposed Work is generally described as follows: Dutch Buffalo Dam Repairs - This project is for construction of repairs to the dam associated with damage that occurred during Hurricane Florence. The repairs include abandonment of an existing drain system, installation of a temporary stream bypass, construction of a new drain system, repair ofscour areas adjacent to the dam abutment, sediment removal from the reservoir, concrete repair to the dam, and installation of a sealant to reduce leakage on Dutch Buffalo Creek in Mt. Pleasant, NC Female and minority firms are encouraged to submit bids for this project. Bidders are advised that the Town of Mt. Pleasant has established a goal of 10 percent (10%) minority business enterprises participation as mandated by GS 143-128.2 and the Town of Mt. Pleasant Purchasing & Contracting Policy and Procedure Guide. The bidder shall identify in the bid documents the minority business participation it will use on the project. Forms are included in the bid documents for this purpose. Bids will be received on a unit price basis. Bid security in an amount of 5% of the Bidder maximum Bid must accompany each Bid. The Successful Bidder will be required to furnish a Construction Performance Bond and a Construction Payment Bond assecurity for the faithful performance and the payment of all bills and obligations arising from the performance of the Contract. Contractor and all Subcontractors will be required to conform to the laborstandards employment requirements set forth in the Contract Documents. This project is being funded in whole or in part by grant funds from the Federal Emergency Management Agency (FEMA), and funding is contingent upon compliance with all terms and conditions of the funding award. Contractor will be required to comply with all applicable federal laws, regulations, executive orders, FEMA requirements, and terms and conditions of the funding award. North Carolina Department of Transportation Standard Specifications for Roads and Structures, dated January 2018, by reference, shall be used on this project. Owner reserves the right to reject any or all Bids if there is sound documented reason, including without limitation the rights to reject any or all nonconforming, non-responsive, unbalanced, or conditional Bids, and will award to lowest responsible Bidder taking into consideration quality, performance, and time specified in Bid Form for performance of Work. Owner also reserves the right to waive informalities. If the Contract isto be awarded, Owner will give the Successful Bidder a Notice of Award within the number of days set forth in the Bid Form for acceptance of the Bid.
