Site work and paving for a mixed-use development in Prospect Heights, Illinois. Design plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; water / sewer project; and road / highway.
As of March 29, 2024, construction will be starting very soon, April 2024 and completion is anticipated for August 2024. An engineer has been identified. The City of Prospect Heights is soliciting Statement of Qualifications (SOQ) to provide Phase II & III Engineering Services for the proposed improvements to Wolf Road from Palatine Frontage Road to Old Willow Road. The City anticipates funding the Phase II design and Phase III construction and construction engineering services with an Illinois Transportation Enhancement Program (ITEP) grant. Therefore, the project will follow the Federal Highway Administration (FHWA) design approval process through the Illinois Department of Transportation (IDOT) Bureau of Local Roads and Streets (BLRS). Wolf Road (FAU 2692) is a north south arterial route under the jurisdiction of the Illinois Department of Transportation (IDOT). Wolf Road generally provides a single travel lane in each direction, widening only to provide left turn lanes at signalized intersections with Palatine Frontage Road and Old Willow Road. Palatine Frontage Road is under IDOT jurisdiction, Old Willow Road is under local, City of Prospect Heights jurisdiction. Wolf Road has a posted speed limit of 40-mph throughout the project limits. The improvements along Wolf Road include but is not limited to approximately 2,500 feet of 5-ft wide sidewalk, 2,100 feet of new storm sewers, and modification to two traffic signals. Temporary easements are anticipated for this work. Phase 1 Engineering has been completed and Design Approval is anticipated upon receipt of a Notice of Award of Funding. A copy of the final Project Development Report (PDR) is available in electronic format by emailing the Assistant City Administrator. Note that the Phase I PDR includes improvements along Wolf Road south of Old Willow Road that are not part of this RFQ process. Phase II Engineering will generally include: Project coordination on behalf of the City of Prospect Heights, IDOT, the Northwest Council of Mayors, and other project stakeholders. The selected Engineer shall attend with City staff all appropriate meetings with other agencies involved to ensure appropriate project coordination. Review of Phase I Project Development Report. The Engineer shall include any necessary resubmittals or coordination necessary to extend the Design Approval timeframe or environmental clearances if required by IDOT or any other jurisdictional agency. Prepare a PESA Response and submit to IDOT to initiate the PSI. Verify existing survey information obtained in Phase I and provide any supplemental survey deemed necessary by the Engineer. Prepare Pre-Final and Final contract Plans, Specifications, and Estimates (PS&E) meeting the requirements of IDOT and FHWA in accordance with the approved PDR. Perform Quality Control/Quality Assurance and Constructability Reviews. Prepare and submit all applicable permits, including but not limited to permits from the Metropolitan Water Reclamation District of Greater Chicago (MWRDGC), and other agencies as applicable. Prepare Phase II reimbursement requests for IDOT (federal share) on behalf of the City for eligible engineering costs. Prepare project update submittals for NWMC and CMAP as stipulated by ITEP funding requirements. Responding firms will be ranked in order of performance from this evaluation of firm's qualifications relative to the evaluation criteria. The evaluation criteria are as follows: 1. Technical Approach 10% 2. Firm Experience 15% 3. Specialized Expertise 15% 4. Staff Capabilities 15% 5. Workload Capacity 15% 6. Past Performance 20% 7. Local Presence* 5% 8. Participation of Qualified and Certified DBE Sub-consultants 5% The City reserves the right to reject any or all statements, or to withhold selections of short-listed firms for any reason it may determine, or to waive or decline irregularities in any submittal. The method of contractor selection has not been determined at this time.
