Site work and paving for a mixed-use development in Raleigh, North Carolina. Completed plans call for site work for a bridge / tunnel; for paving for a bridge / tunnel; road / highway; road / highway; sidewalk / parking lot; and sidewalk / parking lot.
The project begins on Ebenezer Church Road at the crossing of Crabtree Creek and ends at the existing greenway terminus and trailhead parking area on Lindsay Drive. The project consists of construction of approximately 1.8 miles of 12' wide concrete and asphalt multi-use path which will be the final greenway connection to Umstead State Park. Also, it includes five (5) prefabricated steel bridges and one (1) suspension bridge. In addition to these structures there are segments of fencing, signage, concrete decked boardwalk, retaining walls and trailhead parking lot Bidder are required to be pre-qualified with NCDOT for their specific discipline. With each request for Bidding Documents supply the following information: Company name, contact person, street address, phone number, and email address for Bidding point of contact; N. C. contractor's license (if applicable) with limitation and classification; indicate if the firm will be a Prime bidder, Supplier or Sub-Contractor. The bid opening will be held outside the main entrance of City of Raleigh Municipal Building located at Hargett Street, located at 222 W. Hargett Street. In addition, it is strongly recommended that each submitting firm send only one representative, and that all current C DC and Local rules are followed concerning social gatherings. After Bids are opened, the Owner shall evaluate them in accordance with the methods and criteria set forth in the Instructions to Bidders. The Owner/NCDOT reserves the right to waive any informality or to reject any or all Bids. Unless all Bids are rejected, Award will be made to the lowest responsible and responsive Bidder, taking into consideration quality, performance and the time specified in the Bid Form for the performance of the Contract. Questions outside of the Pre-Bid meeting will be addressed as part of addenda and will be received ONLY in written form. The deadline to submit written questions to Reuben Moore at reuben.moore@raleighnc.gov is April 23, 2021 On all Federal-aid contracts, non-licensed contractors are permitted to submit bids, however they must be licensed prior to performing any work. Bidders are permitted 60 days, after bid opening, to become licensed by the North Carolina Licensing Board. If they fail to do so within 60 days, their bid will be considered non-responsive and will be rejected. If the successful bidder does not hold the proper license to perform any plumbing, heating, air conditioning, or electrical work in this contract, he will be required to sublet such work to a contractor properly licensed in accordance with Article 2 of Chapter 87 of the General Statutes (licensing of heating, plumbing, and air conditioning contractors) and Article 4 of Chapter 87 of the General Statutes (licensing of electrical contractors). This is a Federal-aid project with Disadvantaged Business Enterprise (DBE) references and requires DBE participation of 9%. Only those requirements set forth by NCDOT Goal Setting Committee are applicable. References to any other requirements or to N.C. General Statute 143- 128.2 shall not apply to this project. Refer to Special Provisions SP1 G63 (Disadvantaged Business Enterprise (Local Government Agencies). The City of Raleigh's standard goal for DBE participation is 15%. The City of Raleigh encourages Contractors to provide this percentage, but it is not required. The selection of the Contractor shall not be influenced by any additional DBE percentage over the required minimum. The Contractor is encouraged to walk the project site but shall stay within the Permanent Greenway Easement (PGE) limits as indicated on the plan with the exception of the property shown as Benchmark Carolina Aggregates, Inc on plan sheets 11 and 12, even though Permanent Greenway Easement (PGE) has been purchased. No entry onto this property is permitted without first notifying the City of Raleigh Project Manager to request authorization. The City of Raleigh Project Manager shall be present during this visit.
