During a briefing on Jan. 11, director of the City of San Antonio's development department Brenda Hicks-Sorensen presented the plan for small businesses to help alleviate the impact of revenue from construction projects. The $2.25 million in funds are from the federal American Rescue Plan Act. Businesses can receive $10,000 to $35,000 based on losses and other criteria. The loans will be administered in partnership with LiftFund. The application for grants will be opened on Feb. 13, and applicants can receive funds as early as March 20. The deadline for applications is Feb. 28. To receive a grant, businesses must have been effected by projects in "major, city-initiated construction zones," according to the presentation. The projects must also have started between Jan. 1 2022- June 30, 2022 with a planned project duration of 12 months. The projects must also be ongoing as of Dec. 1, 2022. Businesses must also have experienced a minimum of $10,000 reduction in net revenues in 2022 compared to 2021 and must be a retail or service business that requires foot traffic. The business must also have been established in the location before, Jan. 1 2021 and cannot have filed for bankruptcy at time of application. The applicant must be a majority owner of business and the business must match the SBA size standards for small businesses. Here is the list of eligible projects: Broadway Street (IH-35 to E Houston Street) Bulverde Road (Butterleigh Drive to North of Quiet Meadow Street) Commerce Street (St. Mary's Street to Santa Rose Street) Commerce Street (Frio Street to Santa Rosa Street) Historic Old Highway 90 (Area) Fredericksburg Road/ North Flores Street to West Woodlawn Avenue) Harry Wurzbach Road/Austin Highway Connectors Maverick Plaza (La Villita) North Main Avenue & Soledad Street (Pecan Street to Navarro Street) North New Braunfels Avenue (East Houston Street to Burleson Street( North St. Mary's Steet (East Mistletoe Avenue to West Josephine Street San Saba Street (Nueva Street too Martin Street) Santa Rosa Street (Cesar E. Chavez Boulevard to Martin Street) The Alamo (Area Streets) West Commerce Street (Frio Street to Colorado Streeet) Certain businesses are excluded from receiving grants, including gambling/gaming businesses, sexually oriented businesses, and payday and auto loan providers. Liquor stores and businesses where a city employee or officer has financial interest are also excluded. Grant awards will be a minimum of $10,000 with a maximum of $35,000 regardless of losses. Businesses that previously received the $10,000 construction enhancement from the COVID Impact Grant program can receive a maximum of $25,000. Last month, the city proposed a $400,000 plan to help small businesses, which was negatively received. The new $2.25 million will help more businesses, but it is still a small amount compared to the revenue lost for many establishments. ____________________________________________________________________________________________________________________________________ **As of July 28, 2021, this project has not yet been awarded. The project is expected to be awarded on August 8, 2021.** Improve N. New Braunfels corridor from E. Houston to Burleson with construction of new sidewalks and other street amenities as appropriate and within available funding. The consultant's construction estimated for this contract is: CoSA: SAWS Water: $4,400,000.00 SAWS Sewer: Base Bid: $894,000.00 CPS Energy: Base Bid: $1,270,000.00 Base Bid: Base Bid: $143,000.00 It is understood and agreed that the work is to be substantially completed on or before 540 calendar days. This project does not include hazardous environmental work. This project requires 2project sign(s). Small Business Economic Development Advocacy (SBEDA) Program Compliance-Respondents shall meet the subcontracting requirements as stated on 050.01Formand on the Subcontractor/Supplier Utilization Plan posted with this solicitation on the City's website.
