The major elements associated with the construction of the Wastewater System Improvements are approximately: Bid Schedule A o 4,120 Square yards of milling asphalt/blotter and gravel base course o 4,120 square yards of remove and dispose of asphalt/blotter surface o 52 sanitary sewer manholes, with approximately 128 VF of additional depth o 16,400 feet of 8-inch sanitary sewer main o 16,400 feet of TV inspect 8-inch sanitary sewer o 2,400 feet of clean, inspect, and pre-rehabilitation TV of sewer o 2,400 feet of 8" cured-in-place pipe liner o 19 sewer main connections o 127 sewer service connections o 220 feet of 12-inch CMP culvert o 60 feet of 18-inch CMP culvert o 4,900 cubic yards of general street excavation o 360 cubic yards of general ditch excavation o 5,100 tons of gravel surfacing or base course o 1,600 tons of asphalt surfacing o 125 square yards of concrete sidewalks, approaches, or valley gutters o 6,500 square yards of salvage and replace topsoil o 26,500 square yards of seeding disturbed areas o Traffic control and detours Bid Schedule B: Lift Station Improvements o Replace pumps o Replace controls o Replace air release valves o Coat exposed steel surfaces o Electrical wiring and equipment improvements Bid Schedule C: Wastewater Treatment Pond Improvements o Remove and dispose existing interpond piping o Remove and dispose existing pond manhole o Line existing inlet manhole o Interpond piping with siphon breaker, and inlet and outlet structures o 2100 cubic yards of sludge removal and land application o Pond depth indicators o 2,800 tons of class "A" riprap with 1,200 tons furnished by Town o 355 cubic yards of general dike excavation o 975 cubic yards of borrowed fill placement o 1,490 feet of dike shaping o 2,400 feet of fencing o 3,400 square yards of seeding disturbed areas Each bid must be accompanied by a certified check or bank draft payable to the order of the Town of Delmont, South Dakota, in an amount equal to five percent (5%) of the total bid. A bid bond in an amount equal to ten percent (10%) of the total bid will be accepted in lieu of a certified check or bank draft. Surety for bid bond must be authorized to do business in the State of South Dakota. Bidders are advised that any contracts awarded on this project will be partially funded by the South Dakota State Revolving Fund (SRF) program, the United States Department of Agriculture - Rural Development and the Community Development Block Grant program. All requirements of the funding agencies for construction projects shall be met by all contractors and/or subcontractors performing work on this project. Neither the United States nor any of its departments, agencies, or employees is or will be a party to this Invitation for Bids or any resulting contract. This procurement will be subject to EPA regulations contained in 40 CFR 35.936, 35.938 and 35.939.Bidders on this work will be required to comply with Title 40 CFR 33, Title 40 CFR 35 and Executive Order 12138. The goal for Minority-Owned Business Enterprise (MBE) on this project is one percent (1%) and the goal for Woman-Owned Business Enterprise (WBE) on this project is four percent (4%). The other requirements for bidders and contractors under this regulation which concerns utilization of disadvantaged/minority business enterprises are explained in Part I of these Contract Documents. Bidders are also reminded that not less than the minimum wages as determined by the Davis-Bacon Act and set forth in the Contract Documents must be paid on this project and that the contractor and/or subcontractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or natural origin. The low responsive bidder must assure compliance with the requirements of Public Law 115-232, Section 889, Prohibition on Certain Telecommunications and Video Surveillance Services or Equipment. Bids may be held by the Town Board of Delmont, South Dakota, for a period of not more than thirty (30) days from the date of opening of bids for the purpose of reviewing the bids, investigating the qualifications of the bidders and completing financial arrangements prior to awarding the Work. The Owner reserves the right to reject any or all bids and to waive any informalities in the bidding and make awards to the Owner's best interest.
