Description of Work: All work for the Project shall be constructed in accordance with the Drawings and Specifications prepared by Strollo Architects, Inc. and the proposed improvements will be awarded and constructed, if award is made, under one Contract. Bids shall be submitted for the Work, which includes the construction of a new public safety complex including the associated building, electrical, plumbing, H.V.A.C., equipment, and all associated appurtenances described in the attached Contract Documents, within the City of Minneolas property as well as within the City, Lake County, and Florida Department of Transportation (FDOT) rights of way and/or any applicable easements. Bid Submittal: A single bid shall be submitted for the Work. The contract will be awarded pursuant to the requirements of applicable state and federal laws and regulations. Addenda: Addenda will be sent to all parties recorded by DemandStar as having received complete sets of Bidding Documents up to twenty-four (24) hours before bid time. Note: Only registered holders of complete set of the Bidding Documents will receive addenda. Definitions: Terms used in this Advertisement for Bids which are defined in the Bidding Documents shall have the meanings assigned to them by the Bidding Documents. Award of Contract: If the Contract is to be awarded, it will be awarded based on the most responsive and lowest Total Base Bid, from a responsible and qualified General Contractor licensed in the State of Florida. The Owner reserves the right to accept any or all additive or deductive alternates, in the Owners sole discretion, prior to award of the Contract, and to consider such alternates in determining the lowest Total Base Bid. Bidder Disqualifications: In accordance with Florida Statutes 287.133(2)(a), any person or affiliate who has been placed on the convicted vendor list following a conviction for a public entity crime may not submit a bid on a contract to provide any goods or services to a public entity, may not be awarded or perform work as a contractor, supplier, subcontractor, or consultant under a contract with any public entity, and may not transact business with any public entity in excess of the threshold amount provided in Section 287.017 for Category Two for a period of thirty-six (36) months from the date of being placed on the convicted vendor list. Lobbying Prohibited: All firms are hereby placed on formal notice that neither the City Council, nor any employees of the City, nor any members of the Review Committee are to be lobbied or queried in any manner, either individually or collectively, concerning this project, except as otherwise provided in the bid documents.
