To be considered for the award of this contract the lowest responsive bidder must: o Have completed, or successfully complete a MaineDOT Marine prequalification; o Have an active registration on the Federal System for Award Management directory and must not have any active exclusions or be subject to offset. Description: MaineDOT WIN 023000.00; EDA 01-01-14806 Location: In Knox County, project is located at the Rockland Fish Pier, 17 Commercial Street, Rockland. Outline of Work: Dredging of areas of Rockland Harbor located on both sides of the existing municipal fish pier. The basis of award will be the lowest responsive bid. Bidders shall not contact anyone else for clarification of Contract provisions; the Municipality will not be responsible for any interpretations so obtained. Each Bid must be made upon blank forms provided by the Municipality and must be accompanied either by a bid bond at 5% of the bid amount or an official bank check, cashier's check, certified check, certificate of deposit, or United States postal money order in the amount of $50,000 payable to City of Rockland as a Bid Guaranty. A Contract Performance Surety Bond and a Contract Payment Surety Bond, each for 100% of the Contract price, will be required of the successful Bidder. Surety Bonds shall be provided by a company certified by the U.S. Department of the Treasury and listed on Circular 570. This project will be partially funded with Federal funds from the United States Department of Commerce, Economic Development Administration and therefore is subject to the Federal laws and regulations associated with that program. The project is considered the EDA eligible scope. This Contract is subject to all applicable Federal Laws, as well as the Disadvantaged Business Enterprise program requirements as set forth by the Maine Department of Transportation.
