Clarification Deadline - 5/5/2021 5:00 Pm The work is generally described as the construction and installation of eighty-eight (88) linear feet of twenty-four (24) inch DICL water main by boring under a railroad; construction and installation of approximately seventy-five (75) linear feet of twenty-four (24) inch DICL water main by open cut and connection to an existing water main; flushing and disinfecting of approximately two-thousand, two hundred fifty-three (2,253) linear feet of an existing twenty-four (24) inch DICL water main; and restoration to all areas disturbed by such construction operations. The locations for this work are more particularly described in the introduction and project description and in the specifications included with this bid package. All bids shall be effective for sixty (60) calendar days from the date of the bid opening unless an award of the Contract is delayed by the required approval of another governmental agency, the sale of bonds or the award of a grant, in which case all bids will remain effective for one hundred twenty (120) calendar days from the date of the bid opening. The successful bidder will be required to provide performance and payment bonds equal to one hundred (100%) percent of the Contract price with suitable, reasonable requirements guaranteeing the performance of the Contract. This Project and Contract are subject to certain special requirements. For example, as more specifically detailed in the Contract Documents, the successful bidder shall be required to assure protection against discrimination for employees, applicants for employment, and subcontractors on the grounds of actual or perceived race, color, sex, religion, ancestry, genetic information, national origin, sexual orientation, gender identity or expression, familial status, marital status, age, mental or physical disability, use of guide or support animals and/or mechanical aids, and to make payment of certain minimum salaries and wages. It is a requirement that bidders have a minimum of five (5) year, ten (10) project documented experience in the type of Work for this Project. The cost for each Project included in the Bidder Questionnaire must be in excess of Two Hundred Fifty Thousand ($250,000.00) Dollars to qualify as project experience. City Representative will transmit to all prospective Bidders of record such addenda as the City Representative considers necessary in response to general questions arising at the conference. In the interim, questions may be directed to the Engineer in writing via PennBid's "Clarifications" tab on the PennBid website. All questions should be submitted Electronically. The City will determine who is the lowest responsible bidder upon the basis of the bids submitted. The lowest responsible bidder may not be the bidder submitting the lowest dollar amount. The City may consider the quality of services supplied, responsiveness of the bidder, past performance of the bidder, compatibility of the bidder's processes with other City services, and the bidder's ability to handle the volume of work proposed. The City reserves the right to reject any or all bids and re-advertise if the best interest of the City will thereby be promoted. The City also reserves the right to waive technical defects if, in its judgment, the interest of the City shall so require. The City further reserves the right to waive any informalities in the bids received and reject any or all bids for any reason whatsoever. Included in its right to reject bids, is the right for the City, in its sole discretion, to reject proposals which are deemed by the City to be incomplete, conditional, or obscure, or which contain additions, erasures, alterations, omissions or irregularities of any kind.
