The County is seeking qualifications from Offerors established in the business of providing environmental monitoring services for solid waste projects. The County of Charleston, South Carolina, is inviting all interested engineering firms, licensed in the state of South Carolina, to submit qualifications for the purpose of providing environmental monitoring services for various solid waste related projects over the next several years. Most of the projects will pertain to the Bees Ferry Landfill, which is located at 1344 Bees Ferry Road in Charleston County. The Bees Ferry Landfill is approximately 312 acres and contains a closed, unlined municipal solid waste (MSW) landfill, a closed ash landfill, a Class III landfill permitted for approximately 80 acres of which 44 acres have been constructed and an additional 13 acres is currently under construction, a Class II landfill, a compost facility, a convenience center and a household hazardous waste facility. The closed ash landfill and a portion of the compost facility are located within the permitted area of the Class III landfill. Also, a portion of the compost facility is located on the closed MSW landfill. The environmental monitoring consultant shall provide the professional engineering and related services necessary to sample, monitor, report and prepare plans and permit applications in accordance with all applicable local, state and federal laws, rules and regulations and the South Carolina Solid Waste Policy and Management Act of 1991, as amended. It is the goal of this RFQ to select a qualified engineering consultant firm capable of providing the County all environmental monitoring services necessary.
