All questions and requests for clarification must be received in writing via email to fmastroluca@slrconsulting.com by 3:00pm on April 30, 2021 The contract consists of the stabilization of two bank failures along Warner Creek (WC) adjacent to Silver Hollow Road at two adjacent sites referred to as WC-01 and WC-02. It will involve approximately 300 linear feet of channel reconstruction at WC-01 and 400 linear feet of channel reconstruction at WC-02, including the creation of a bankfull shelf and floodplain bench, vegetated stream bank stabilization, riparian buffer and willow plantings, and channel bed restoration . A combination of hardening approaches with softer bioengineering and natural vegetative restoration measures will be used. Proposed bank and floodplain stabilization techniques include live-staked boulder revetment, rootwad and woody debris placement, willow brush layering, brush mattress, and willow fascine installation, riprap lined drainage swale with buried wood reinforcement, and full landscaping and site restoration with topsoil, seed, trees, and shrubs. In-stream structures associated with the channel reconstruction will include installation of boulder riffle structures, random boulder clusters, random channel roughness and timber-reinforced boulder deflector vanes. Bids received from contractors other than those on the official plan holder list will not be accepted. A certified check or bank draft, payable to the order of Ulster County Soil & Water Conservation District, negotiable United States Government Bonds (at par value), or a satisfactory Bid Bond executed by the Bidder and an acceptable surety, in an amount equal to at least ten (10%) percent of the Base Bid shall be submitted with each Bid. UCSWCD is exempt from paying sales and compensating use taxes of the State of New York and of cities and counties on all materials to be incorporated into the work Bid selection will be made to the lowest, qualified, responsible bidder. UCSWCD reserves the right to reject any or all bids, to waive any informalities therein, and to select the Bid, the acceptance of which, in its judgment, will best assure the efficient performance of work. Bids may be held by UCSWCD for a period not to exceed sixty (60) days from the date of the opening of bids, for the purpose of reviewing the bids and investigating the qualifications of Bidders prior to awarding the Contract. All inquiries in reference to technical issues shall be directed to Adam Doan at the Ulster County Soil and Water Conservation District, at (845) 833-7162 Ext. 3. Prospective bidders should be aware of the time of year restriction preventing any in stream work between October 1 and April 30. .
