No accommodations will be made for submission of bids prior to the time indicated, and bids will not be accepted after the time indicated. The District requires that all bidding participants shall practice responsible social distancing when delivering bids, complying with the current Marin County Public Health Order in order to protect the health and well-being of the public and District staff. Furnishing all labor, materials, equipment, and performing all work necessary and incidental to the construction of the project known as OLD RANCH ROAD TANK NO. 2 according to drawings and specifications as prepared by the North Marin Water District and according to the Contract Documents. In general, the Work consists of but is not limited to site clearing, grubbing, and grading for the construction of a new 100,000 gallon bolted stainless steel potable water storage tank, associated appurtenances, inlet/outlet piping, overflow piping, and a new access road off Old Ranch Road, miscellaneous improvements and new tree planting required for tree removal mitigation. The location of the project site is located near the western end of Old Ranch Road, Novato, CA, Assessor's Parcel Number 146-310-51 (tank site). The Contract time for Substantial Completion of all the Work is hereby established as 240 calendar days beginning with the date of the Notice to Proceed from the District. All bidders shall be licensed under the provisions of Chapter 9, Division 3 of the Business and Professions Code of the State of California to do the type of work contemplated in the project. In accordance with provisions of California Public Contract Code Section 3300, the District has determined that the Contractor shall possess a valid Class A License at the time that the bid is submitted. Failure to possess the specified license shall render the bid non-responsive. The successful bidder will be required to furnish the following: Payment Bond in the amount equal to one hundred percent (100%) of the Contract price; Faithful Performance Bond, in the amount equal to one hundred percent (100%) of the Contract price; and evidences of insurance in full compliance with requirements set forth in Paragraph 00820-2.0, INSURANCE REQUIREMENTS. Bid guarantee, in an amount not less than ten percent (10%) of the total bid dollar amount and conforming to the prescribed bidding procedures, is required to be submitted with each bid as a guaranty to be forfeited should the bidder, if awarded the contract, fail to enter into the same, or fail to furnish in a timely manner, the bonds and/or proof of insurance. In accordance with California Public Contract Code Section 3400, bidders may propose equals of products listed in the plans and specifications by manufacturer name, brand or model number, unless the technical specifications or plans specify that the product is only available from one source, or is necessary to match others in use. Each bidder shall submit with its bid a statement setting forth its experience on the forms included in the Bid Proposal. Telephones will not be available to bidders for the preparation of the bids or for calling in bid results. Bid forms received after the designated time will not be accepted. Bidders and their authorized agents are invited to attend the bid opening. No bidder may withdraw its bid for a period of sixty (60) calendar days after the date set for the opening of bids. If the Contract is awarded, the District will give the successful Bidder a Notice of Award within sixty (60) calendar days of the opening bids. The successful Bidder shall execute the Contract, furnish required bonds and insurance certificates within ten (10) working days after the date of the Notice of Award. The District may withhold issuance of the Notice to Proceed for a period not to exceed sixty (60) calendar days after the date the Contract Agreement is executed. The Contractor shall start the Work within ten (10) working days after the date of the Notice to Proceed. The District reserves the right to reject any or all bids; to make any awards or any rejections in what it alone considers to be in the best interest of the District; and waive any irregularities in the bids. The successful bidder must ensure that employees and applicants for employment are not discriminated against on the basis of age, color, race, national origin, ancestry, religion, gender, sexual preference, marital status, and comply with the Americans with Disabilities Act. *240 Construction Days
