The Housing Authority of the County of Lackawanna Capital Fund Department Site Improvements at the Walsh Plaza Development PA38-18 Phase 1 - Pavement Rehabilitation This invitation is extended by the Housing Authority of the County of Lackawanna for the construction of the described project. Sealed bids are invited for a single prime contract for replacement of existing roadway, ADA curb ramps at Walsh Plaza, Olyphant, PA. The Housing Authority of the County of Lackawanna in accordance with Title IV of the U.S. Civil Rights Act of 1964, notifies all Bidders that it will affirmatively ensure that they will be afforded full opportunity to submit Bids in response to this invitation and that no person will be discriminated against on the grounds of race, color, sex or national origin in consideration of an award. Attention is called to Section 3 of the HUD Act of 1968; Section 3 helps create employment for low-income people or that provide employment to low-income people. Description of Work: The work of this project generally includes demolition of existing roadway, full depth pavement replacement, ADA curb ramps, grading and associated erosion control in accordance with specifications The bid must be accompanied by a Certified Check or Bid Bond in the amount of (10%) of the Bid amount, made payable to H.A.C.L. The Housing Authority reserves the right to reject any or all Bids or portions thereof or to waive any informalities in the Bidding. All workers employed on this project shall receive the proper wages for the particular job(s) they are doing according to the Wage and Hour Schedule included in this Specification. Prevailing wages as established under the Davis-Bacon Act will apply to this contract.
