Affordable Housing Multi-Family Project Compliance and Monitoring Services. The County of San Bernardino, Community Development and Housing Department (County), is seeking Proposals from interested and qualified Proposers to develop guidelines, provide annual monitoring and compliance services, and assist with updating and implementing a customized web-based software called Housing and Development Software ("HDS") which will be used as the County's compliance and documentation repository. Additionally, the County seeks to improve the efficacy of its monitoring program related to its existing affordable housing portfolio that is funded and/or layered with various funding sources such as: Neighborhood Stabilization Program (NSP), HOME Investment Partnership (HOME), Low Income Housing Tax Credits (LIHTC), Mental Health Services Act (MHSA), Former Redevelopment Agency (RDA), Special Needs Housing Program (SNHP); No Place Like Home (NPLH); Veteran Affairs Supportive Housing (VASH); Section 8 Housing Choice Vouchers. The number of awards will be determined by the quality of the proposals received, costs for services and the Proposers ability to provide services, either wholly or in part. Proposals will not be accepted by email or facsimile. Proposals must be submitted electronically through the County Electronic Procurement Network (ePro). All Proposers must register with the ePro system prior to the date and time to submit the proposal or they will be disqualified. The Contract period will be for 2 years beginning on July 1, 2021 and ending on June 30, 2023 and may be extended for up to a maximum of three (3) additional years. The County may reject as non-responsive any Proposal that does not comply with all of the material and substantial terms, conditions, and performance requirements of the RFP. Further, the County may reject a proposal from any entity that is a parent, affiliate, or subsidiary, or that is under common ownership, control, or management with any other entity submitting a Proposal in response to this RFP. The County reserves the right to reject any or all Proposals if it is in the best interest of the County to do so. The County also reserves the right to terminate this RFP process at any time.
