For Parks and Recreation FY21 Concrete Projects This project includes the pouring of certain concrete pads for bike racks and other improvements at Beach Access Points 26, 31, 34, 43, 45, 47, 51, 65 and 76A, as well as various repairs and improvements at Frank Brown and Aaron Bessant Parks as provided in the bid specifications of work stated herein. The bike racks will be supplied and installed by the City of Panama City Beach following the completion of the FY-21 Concrete Projects. The Contractor shall provide all other materials, equipment and labor to complete the project. If the Bid amount is $200,000 or higher, a Bid Bond in the amount of 5% of the total amount of the Bid shall accompany the Bid. The City shall award the contract to the lowest fully responsive and responsible bidder; provided, that the City may award the contract to a bidder other than the lowest bidder should it find the lowest bidder does not offer the reliability, quality of service or product afforded by such other bidder. Where a bid other than the lowest bid is taken, the City shall state the reasons upon which such award was made.
