Bid bonds may instead be submitted electronically via bid express. Any bid that is not accompanied by a bid bond delivered electronically via bid express or a cashier's check, a certified check, or a bid bond delivered at the place designated above on or before the day and hour named will be considered irregular. All bids submitted by bidders who have been debarred or declared ineligible by the Director of the Purchasing Division shall be rejected.
