Site work and paving for a civil project in Oxford, Pennsylvania. Completed plans call for site work for a water / sewer project; road / highway; and for paving for a road / highway.

The work consists of the installation of approximately 2,200' of 6" DIP to replace existing water mains, mostly in Borough streets. Replacing existing services and hydrants, and providing trench repaving is included. The project is subject to the requirements of the Pennsylvania Prevailing Wage Act. Funding for a portion of the project is being provided by the PA DCED; and work shall be performed in accordance with all grant guidelines, including its nondiscrimination and prevailing wage requirements. Attention is called to the fact that no less than the minimum salaries and wages as set forth in the contract documents must be paid, and that employees shall not be discriminated against because of their race, color, religion, sex, or national origin. The successful bidder shall substantially complete the project within one hundred twenty (120) calendar days of the date specified in the Notice to Proceed. Each Bid shall be accompanied by a Bid Security in the amount of ten percent (10%) of the total amount of the Bid. Proposals shall be effective for sixty (60) calendar days from the date of opening. The Borough of Oxford reserves the right to accept or reject any or all Proposals or portions thereof. A. Mobilization/Demobilization This item covers all start up and shut down costs, and will be paid in 2 installments: 60% on the first Application for Payment after mobilization occurs; and 40% on the last Application for Payment. B. Replacement of Existing Water Main The Work, with the exception of less than ten feet of work in a State Highway, will be performed exclusively in Borough street rights-of-way. It involves the installation of new 6"- diameter ductile iron pipe to replace existing old and undersized water mains. The work is being performed in advance of the Borough's proposed repaving of the street at a later date, which is the reason that no wearing course paving is required. The project is being 4/21/21 100659.0157 01010-2 partially funded by a grant through the PA Department of Community and Economic Development (DCED). Included in the work is the replacement of all services and hydrants, the construction of interconnections to existing distribution mains, and the completion of trench repaving.
