The Carroll County Courthouse was originally constructed in 1965. In 2020, a new county jail and County Sheriff's office addition was started with an estimated completion of June 2021. The existing Courthouse facility houses the offices of the Auditor, Assessor, Recorder, Treasurer (including the driver's license issuance and testing center), Clerk of Court and Courtrooms, County Communications Center, Environmental Health Office, Zoning, GIS, IT Departments, and Supervisor's public meeting space. The existing Courthouse facility is approximately 35,816 square feet and is comprised of 22 number of offices and meeting rooms. The relocation of Carroll County Jail and Sheriff's Offices will open a portion of the existing courthouse for repurposing. Additionally, the Courthouse's existing heating and cooling system is aging and is in need of replacement and/or upgrades. Proposals received prior to the time of opening will remain unopened. Members of the Carroll County Supervisors will open all proposals on, or after, the specified time. Carroll County will not be responsible for the premature opening of a proposal. Proposals received after the scheduled time will be returned unopened to the vendor. The Carroll County Supervisors will review the proposals and may select firms for individual interviews. The Carroll County Board of Supervisors will negotiate an agreement for the proposed study Firms should submit their proposals for review. Proposals should be brief in nature and straightforward, extra credit will not be given to proposals with photos, color maps, etc. Firms interested in submitting their qualifications should address the following points, which will be equally considered in the selection process: 1. A background of the firm; 2. Scope of work and outline of the building review and assessment process; 3. Experience of the firm and of the staff to be assigned to this project on similar facilities; and 4. Proposed fee; and 5. References Elements of Proposal and Statement of Scope The Carroll County Spatial, Structural, and HVAC Assessment will include (at a minimum): Facility assessment of the existing Courthouse and spatial needs of the Courthouse offices and staff; Review existing Courthouse heating, cooling, and ventilation system; Review of structural components of the existing Courthouse; Develop options to upgrade or replace the heating, cooling, and ventilation system; Develop options to remodel existing space for optimal efficiency and public access; Preliminary opinion of cost(s); Schematic design drawings. Terms and Conditions Carroll County reserves the right to reject any and all proposals. Successful firm shall not discriminate against any person in accordance with federal, state, or local laws. The method of Contractor Selection has not been Determined at this time.
