The proposed Work includes construction of the following: Providing all labor, materials, and equipment as required to install a new 45-mil CSPE geomembrane liner on the reservoir floor and side slopes, and to install a new 60-mil CSPE gemembrane floating cover including access hatches and other appurtenances on the District's Hinkle Reservoir. Work also includes but is not limited to draining remaining water in the reservoir and removing sediment and lime solids; pipe abandonments; structural and equipment improvements to existing inlet, outlet, and drain vaults; and other appurtenant work. All Work is located at the District's Headquarters, located at 9935 Auburn Folsom Road, Granite Bay, CA. This project is being funded, in part, by the California Drinking Water State Revolving Fund (CWSRF) Program. Responses will be provided to questions submitted up until April 5, 2022 at 3:00 PM Each Bid must be submitted on the prescribed forms and accompanied by cash, a cashier's check, certified check or bid bond executed on the prescribed form payable to the District in an amount not less than 10 percent of the amount bid.The successful bidder must possess the following classification or type of contractor's license issued by the Contractors State License Board: Class A, California. The District reserves the right to reject all bids. Any bid not conforming to the intent and purpose of the Contract Documents may be rejected. The District may extend the time to award the Contract. Hinkle Reservoir Liner and Cover Replacement Project: The project includes improvements to the 62 million-gallon Hinkle Reservoir located on the east side of Folsom Lake Dam. Improvements to the reservoir include the following general items: o Drain remaining water to in reservoir to Baldwin Canal (with necessary treatment) and remove sediment and lime solids o Protect and modify in place existing Hypalon liner o Remove portions ofliner and inspect and repair existing subsurface drains (subdrains); replace/repair removed prions ofliner o Fill existing rainwater collection piping beneath liner with grout and abandon in place o Provide new 45-mil CSPE geomembrane liner on reservoir floor and side slopes and nonwoven geotextile on side slopes only o Structural and equipment improvements to existing inlet vaults, outlet vault, and drain vault o Demolish old floating cover and rainwater piping and install new 60-mil CSPE geomembrane floating cover, including access hatches, and other appurtenances o Provide rainwater collection and pumping system for cover o Demolish chain-link fencing and install new chain-link fencing o Drain and service water piping and wash stations o Start-up and test powered equipment o Disinfect and refill reservoir, place back into service
