Harry Tappen Beach (Tappen), located in Sea Cliff, currently serves nearly 2,000 visitors daily at peak usage. It caters to a wide array of summer activities including boating, swimming, and dining. Over the past several years however, this beach has been plagued with beach closure notifications from the Nassau County Department of Health due to high bacteriological pollution in Hempstead Harbor. Due to increased usage of the Beach's amenities, the high groundwater table, the close proximity of the beach to Hempstead Harbor, and the current capacity of the existing sanitary system, the Town of Oyster Bay (The Town) has decided to improve the quality of the sanitary system's effluent. Currently, the sewage generated from the restaurant and restrooms at Tappen receive only basic on-site treatment provided by septic tanks and the associated leaching field. Given that this on-site sanitary system may be the largest in Hempstead Harbor's watershed and the sewage flows it receives are many multiples larger than typical residential on-site systems, its potential for negatively impacting Hempstead Harbor is high. The Town believes that it is prudent and environmentally responsible to improve the level of sewage treatment. Through this Request for Proposals, the Town is seeking a qualified engineering firm to design, bid, and inspect the abandonment of the existing on-site treatment system (which includes two septic tanks, a leaching field, and dosing pumping station) and the installation of a new sanitary treatment system. The replacement system will involve the installation of a new septic tank, an anoxic/flow equalization tank, five (5) Orenco AX Max treatment systems, a U.V. disinfection system, a dosing pumping station, and new leaching fields.
