Site work for a mixed-use development in Baton Rouge, Louisiana. Completed plans call for site work for a water / sewer project.
Wildcat Field in Vermilion Parish Only those contractors on the list of contractors approved by the Oilfield Site Restoration Commission as of April 16, 2021, the first public notice of solicitation, will be eligible for consideration. (Reference: Louisiana Oilfield Site Restoration Law, R.S. 30:80 et seq., ACT 404 of 1993) A notice to bidders will be emailed to eligible contractors. Bid proposal envelopes will be presented at the mandatory pre-bid conference to pre-registered contractors. Additional information may be obtained from the Department of Natural Resources, Office of Conservation, 617 N. 3rd Street, 9th Floor, Baton Rouge, LA 70802, Attention: Oilfield Site Restoration Division (or call Oilfield Site Restoration Division at 225/342-6397). Furnish all labor, materials, tools and equipment necessary for the Project as per plans, drawings and specifications prepared by the agency. 1. Remove debris from well area. Mobilize equipment and materials on location. Make necessary repairs on wellhead. Dig out around well and any remaining casing valves. Check well pressure on tubing and casing. Pressure test 2-7/8" x 5-1/2" casing annulus to 300 psi for 30 mins. Pressure test 5-1/2" x 7-5/8" casing annulus to 300 psi for 30 mins. Pressure test 7-5/8" x 10-3/4" casing annulus to 300 psi for 30 mins. Record all three tests on daily report. Fill wellbore with lease salt water, 2. Rig up wireline to note any fluid level found in the well. Run in hole to 2,451'. POOH. 3. Mix and pump 30 sxs of cement and squeeze cement into perforations. Displace cement to 2,451 '. WOC 6 hours. Tag cement with wireline. Pressure test casing to 300 psi. 4. Perforate or cut tubing above production packer at +/-2,440'. Establish circulation and displace wellbore with corrosion inhibitor. Set a 200' (25 sack) cement plug from 2,441 ' - 2,241 '. WOC 4 hours. Tag cement with wireline. Testing casing to 300 psi. 5. Perforate or cut tubing below at -+7-1,130'. Set a 200' (25 sack) cement plug from 1,130' - 930'. WOC 6 hours. Tag cement with wireline. Testing casing to 300 psi. 6. Cut tubing at 190'. Pull tubing out of wellbore and lay down. 7. Rig up e-line and set CIBP at 185'. RIH with tubing and place a 180' (25 sacks) balanced cement plug in 5" casing (5' below ground level to 180'). POOH with tubing. 8. Verify cement in all annuli is at surface. If able to inject into annuluses, contact DNR for direction. 9. Complete removing remaining casing 5' below ground level. Weld 1/2" steel plate on top of wellhead. Weld well serial number and date onto wellhead cap. 10. Remove Tank Battery and all Production Equipment (including, but not limited to: 25,000 bbl tank, all surface production equipment, 500 bbl tank, and 50 bbl ploy tank) in accordance with LAC43:XIX.311 and 313. Collect and analyze a post closure soil sample (see Sec. 2, Item 29).
