Renovation of a municipal facility in Celina, Texas. Completed plans call for the renovation of a municipal facility.

The City of Celina is soliciting Statements of Qualifications and proposals from qualified construction firms to provide Construction Manager-At-Risk Services, necessary for the construction of City of Celina Public Works Building Improvements, phases 1-3, in accordance with the terms, conditions, and requirements set forth in this Request for Qualifications (RFQ). This RFQ provides interested firms with the information necessary to prepare and submit their qualifications, general conditions pricing, and fee for consideration. Prospective Bidders are urged to register as a vendor and become a plan holder, even if Bidding Documents are obtained from a source other than the designated website in either electronic or paper format. The City's eProcurement website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the eProcurement website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the City's eProcurement website. All questions shall be submitted through the eProcurement system. Owner anticipates that the Project's total bid price will be approximately $750,000.00. The Project has an expected duration of 210 Calendar Days. Bidders must submit with their bids a bid bond in the amount of five thousand dollars, from a reliable Surety Company as a guarantee that the Bidder will enter into a contract and execute bond and guarantee forms provided within ten (10) days after notice of award of contract. Checks will not be accepted. The successful Bidder must furnish performance, payment and maintenance bonds each in the amount of 100 percent of the contract price from an approved Surety Company holding a permit from the State of Texas, to act as Surety and be acceptable according to the latest list of companies holding certificates of authority from the Secretary of Treasury of the United States, or other Surety or Sureties acceptable to the Owner. The Owner reserves the right to reject any or all bids and to waive formalities. In case of ambiguity or lack of clearness in stating the price in the bids, the Owner reserves the right to consider the most advantageous construction thereof, or to reject the bid. Unreasonable or unbalanced unit prices will be considered sufficient cause of rejection of any bid or bids. Bidders are expected to inspect the site of the work and to inform themselves regarding conditions under which the work is to be done. City of Celina has adopted prevailing wage rates for Collin County and uses the most current listing. The Project is generally described as follows: 1. Phase 1 includes improvements of Public Works Service Center include staging room, break room, women's and men's showers and locker rooms, 2 offices and meter/sign shop conversion of back building. 2. Phase 2 includes the addition of a large generator. 3. Phase 3 includes parking and paving. 4. The scope of work will be determined based on the final Drawings and Specifications prepared by Architect. The work may consist of, but is not necessarily limited to, one or more of the following: demolition, site clearing, excavation, fill, select fill and backfill; site utilities; concrete sidewalks, curbs and gutters; asphalt and concrete paving, rough and finish grading, topsoil and seeding; concrete slab-on-grade; stone or masonry exterior veneer, structural steel or cast in place concrete frame (columns and joists), metal roof deck, miscellaneous metals and metal fabrications; rough and finish carpentry, millwork and casework; damp proofing and waterproofing, caulking and sealants, thermal insulation, flashing and sheet metal, metal soffit panels, modified bitumen, standing seam metal or clay tile roofing; solid core wood doors and frames, metal doors and frames, aluminum doors and frames, prefinished aluminum door frames, glass and glazing, architectural hardware, acoustical ceilings, resilient/vinyl flooring and base, carpeting and carpet base, metal studs and support systems, gypsum drywall, painting and special coatings, interior and exterior signage; metal louvers and miscellaneous specialties; fire protection; lightning protection; and mechanical, plumbing and electrical systems. 5. The Construction Manager will be responsible for the printing of Construction Documents as required for bidding and construction. The Construction Manager must publicly advertise in the Celina Record for three consecutive weeks, as prescribed for a governmental entity under Section 271.025 of the Texas Local Government Code, and receive bids or proposals for trade contractors or subcontractors for the performance of all major elements of the work, other than minor work that may be included in the general conditions. The Construction Manager must post the bids electronically on the City's eProcurement site. If the Construction Manager wants to perform portions of the work itself, it must submit its bid or proposal in the same manner as all other trade contractors or subcontractors, and Owner will determine which entity provides the best value to the Owner. 6. The work must include inspection services, the testing of construction material engineering, and the verification testing services necessary for Owner's acceptance of the Project, which will be performed under a separate contract with an independent provider, as required by law. Owners third party inspection if needed.
