$275,663 for CMAR Pre-construction services. This will be a Construction Manager at Risk Project pursuant to ARS Section 34-601 et seq. A general description of the Project is: Project WW1060 - Concrete Pipe Gravity Sewer Rehab was initiated in 2017, and consists of two phases, an initial assessment and subsequent rehabilitation. During the assessment phase the sewer infrastructure along Lindsay Road from Guadalupe Road south to the Western Canal and along the Western Canal from Lindsay Road west to the Neely Water Reclamation Facility was identified as a priority for rehabilitation. This infrastructure is critical to the sewer collection system as it receives approximately 30% of the total wastewater flow to the Neely Water Reclamation Facility from 15,000 homes. As such, Entellus was hired in 2018 to complete the engineering design services for the rehabilitation of 10,000 feet of 36" and 24" sewer pipeline and manholes along this alignment. The existing 36" sewer along the Western Canal from Lindsay Road to the Neely Water Reclamation Facility was installed in 1986 within a utility easement, with approximately 3,200 feet of this easement in the rear of residential properties. An 18" reclaimed water pipeline was also installed within the utility easement immediately south of the sewer pipeline. South of the easement, within the Western Canal, is also a 24" potable water pipeline installed in 1991. Both reclaimed water and potable water infrastructure are critical to the operation of their respective systems with the need for rehabilitation anticipated soon based on leak history and age. The majority of utility easement area is bounded by perimeter walls or fences to the south, requiring access through the front of the residential property for maintenance or routine inspections. Over time many of the sewer manholes have been covered and much of the easement area has become congested with residential improvements making it very difficult to locate, assess and rehabilitate this critical infrastructure. The Western Canal right-of way to the south accommodates numerous Salt River Project facilities including Lateral 9.4, Lateral 9.5 and two sets of electrical transmission towers. With these SRP facilities and the Town's utility infrastructure it results in a very congested corridor, limiting potential for future relocation of utilities within this area. Two projects have been developed for the assessment and potential repair/rehabilitation/replacement of the 24" potable water pipeline and 18" reclaimed water pipeline along the Western Canal corridor. Project WA1546 started in January 2021 and will complete a condition assessment of the 48"/36"/24" potable water pipeline and immediate repairs as necessary from the North Water Treatment Plant to Cooper Road along the Western Powerline Trail and Western Canal. Project WW1246 has been proposed to complete a condition assessment and repair/rehabilitation/replacement of the 18" reclaimed water pipeline along Lindsay Road from Guadalupe Road to the Western Canal, then west along the Western Canal to the Neely Water Reclamation Facility. The scope of WW1060 is to rehabilitate 10,000 feet of 24" and 36" sewer pipe and 22 manholes. However, based on the anticipated repair/rehabilitation/replacement of the two adjacent critical pipelines, challenges in accessing the existing easement and planning for the future, a comprehensive analysis of this corridor will be completed. The primary objective of this task is to obtain a clearer picture of the condition of each pipeline that will enable us to further understand the urgency of repair/rehabilitation/replacement needed for each, and to look for opportunities to complete work on each facility in conjunction with the others. If determined to be cost-effective and feasible, we may be able to mitigate the impact through this corridor by combining the construction/repair/rehabilitation work for the three pipelines into one construction effort. This investigation will develop numerous alternatives for the corridor and entail a significant evaluation and feasibility analysis by all stakeholders, to include SRP, Town Water, Wastewater and Parks and Recreation Departments. Therefore, a significant part of the pre-construction services associated with this CM@R solicitation will be assisting in that analysis. For options considered, we will task the design engineer and CM@R to share comprehensively the opportunities and challenges, to include alternative development, constructability reviews, cost estimates and leading stakeholder collaboration, public meetings and Town Council presentations. This effort will result in a scope of work for all three utilities which may or may not be a combined construction effort. GILBERT reserves the right to waive any irregularities in any submittal and to reject all submittals and re-advertise or cancel the project in its entirety, at its sole discretion.
