Notice Content Riverside county superintendent of schools notice inviting bids The Riverside County Superintendent of Schools, herein referred to as "Superintendent", will receive sealed bids for the La Granada Playground Renovation, herein referred to as "Project". Prospective Bidder's, herein referred to as "Contractor", must review the Bid Documents for more complete information regarding this Project and submission of bids. Liquidated Damages: Pursuant to Government Code Section 53069.85, if work is not completed within the Contract Time, it is understood, acknowledged and agreed that SUPERINTENDENT will suffer damage. It is therefore agreed that Contractor shall pay to Superintendent the sum of one thousand dollars ($1,000.00), as liquidated damages, for each and every calendar day of delay beyond the Contract Time. Payment of Prevailing Wage Rates: Pursuant to California Labor Code section 1720 et seq., it shall be mandatory upon Contractor to whom the Contract is awarded, and upon any subcontractor under such Contractor, to pay not less than the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the contract, including holiday and overtime work as well as employer payments for health and welfare, pension, vacation, and similar purposes. Department of Industrial Relations: In accordance with Labor Code section 1725.5, Contractor and all subcontractors (of any tier) must be currently registered and qualified with the Department of Industrial Relations (DIR) in order to be listed on a bid proposal, awarded a public works project, and authorized to perform public work. Electronic Certified Payroll: Unless specifically exempted by the Labor Commissioner for this Project, Contractor and all subcontractors shall furnish certified payroll records as required pursuant Labor Code section 1776 directly to the Labor Commissioner in accordance with Labor Code section 1771.4, on at least a monthly basis, (or more frequently if required by Superintendent or the Labor Commissioner), and in a format prescribed by the Labor Commissioner. These requirements will apply to all public works that are subject to the Labor Commissioner for this Project, monitoring and enforcement of the prevailing wage laws and related requirements will be performed by the Labor Commissioner/Department of Labor Standards Enforcement (DLSE). Contractor shall not visit this Project site without making arrangements with Tom Anderson with Safework CM. Please contact him through Email For all mailed sealed bids Contractors shall be responsible to mail bid documents on time prior to the bid close date. It is recommended to send Marc Aranda, Project Manager, with the Riverside County Superintendent of Schools, an email , with tracking number for tracking purposes. Hand carried sealed bids will be received at the Contracts and Purchasing Services Office, 4383 Tequesquite Avenue, Riverside, CA 92501, no later than 2:00 p.m. on May 24, 2021. Hand carried bid documents shall be delivered between 11:00 a.m. and 2:00 p.m. on the bid close date. Contractors must wear proper PPE's to hand deliver bid documents and practice social distancing. All Bids will be publicly opened via-zoom conference meeting, examined and read aloud. Bids must be submitted on Superintendent's Bid Documents. All blanks in the Bid Documents must be appropriately filled in. Bids shall be valid for sixty (60) days after the bid opening date. Prior to award of the contract, the successful Contractor will be required to furnish a Performance Bond and a Payment Bond, each in the amount of one hundred percent (100%) of the Total Bid Price, on the forms provided, and in the manner described in the Bid Documents. All bonds must be issued by a California admitted surety as defined in the California Code of Civil Procedure 995.120. If applicable, Contractor shall comply with Public Contract Code 4108 with respect to subcontractor bond requirements. Pre-Bid Request for Information: Questions and/or Requests for Information (RFI) concerning the La Granada Playground Renovation Project must be made in writing and be sent via email to Tom Anderson and with a carbon copy (cc) to Kiyana Bella The email subject line must state: "Pre-Bid RFI for La Granada Playground Renovation Project". The Pre-Bid RFI period shall be during May 13, 2021 to May 17, 2021. The deadline for submitting all Pre-Bid RFI's shall be on for this Pre-Bid RFI process. The response to all questions and requests for information received, shall be via the Addendum. The Addendum period shall be from May 18, 2021 to May 20, 2021. SUPERINTENDENT shall post the Addendum to the A & I Reprographics Sharefile website , email: RCOE001@aandirepro.com and password: RCOE-001 and clicking on the Bid Opportunities View Only Folder. Bid Opening: Bids will be publicly opened at 10:00 a.m. on May 25, 2021, via a zoom link, which will be provided upon email request to epurchasing@rcoe.us to each Contractor. The email subject line must state "La Granada Playground Renovation Project Public Bid Zoom Link". List of Subcontractors: Each Contractor shall submit with its bid, on the form furnished with the Bid Documents, a list of designated subcontractors on this Project as required by the Subletting and Subcontracting Fair Practices Act, and California Public Contract Code 4100 et seq. License Classification: Pursuant to Business and Professions Code 7028.15 and Public Contract Code 3300, Contractor shall possess the California contractor's license(s) classification B and C61 and at least one (1) on-site CPSI-certified crew member. Subcontractors must possess the appropriate licenses for each specialty subcontracted. Each Contractor shall be a licensed Contractor pursuant to the Business and Professions Code and shall be licensed in the appropriate classification for the work to be performed. Failure to have the specified license or licenses shall render the bid non responsive and shall act as a bar to the award of the contract to any Contractor not possessing the specified license at the time of bid. Licenses acceptable for the work are intended in the bid package listed above, and more than one license may be required. The list in no way relieves Contractor from fulfillment of any legal requirement or licensing necessary for performance of his work.
