UCLA requests a written response to this Request for Qualifications (RFQ) to select an Executive Architect for the proposed UCLA Labor Center Seismic Repair (Project #908033.01). The building is located east of the campus at 675 South Park View Street in the City of Los Angeles neighborhood of Westlake. The building is stated to have been constructed in 1941. It is deemed eligible for the National Register (3S status code), reported in a 2009 Westlake Recovery Redevelopment Area Survey undertaken by LSA in Cooperation with the City of Los Angeles Office of Historic Resources. The building is a two-story reinforced concrete building with a partial basement built in 1941. It is rectangular in shape in-plan, approximately 15,000 square feet with overall dimensions of about 100' by 60. Renovations will include both building and program improvements. Building upgrades will consist of seismic improvements, mechanical, electrical, plumbing, and life safety work, and ADA-triggered scope. The intent of programmatic enhancements is to support the building's current use more efficiently and sustainably. The building houses the UCLA Institute for Research on Labor and Employment is an interdisciplinary research unit within the College of Letters & Science, Division of Social Science, dedicated to research, teaching, and discussion of labor and employment issues. It was founded in 1945 as the UCLA Institute of Industrial Relations. The project construction cost is not yet determined, however, it is anticipated to be in the range of $10 to $15 million, depending on the agreed-upon scope of work. The implementation of the project is dependent upon the availability of funding. The design shall comply with the University of California Policy on Sustainable Practices to achieve a minimum LEEDTM Silver Rating. The Executive Architect's final selection and appointment are contingent upon project approval by the University of California, Board of Regents or their delegated authority and under the California Environmental Quality Act (CEQA). This RFQ is for complete design services; however, the University reserves the right to defer negotiations for services other than pre-design studies until the completion of the pre-design phase. The method of contractor selection has not been determined at this time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Every effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the University within limits imposed by law or University policy. Each Candidate Firm may be required to show evidence of its equal employment opportunity policy.
