Renovation of a mixed-use development in New York, New York. Conceptual plans call for the renovation of a medical facility.
THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL. THE GOVERNMENT WILL NOT PAY NOR REIMBURSE ANY COSTS ASSOCIATED WITH RESPONDING TO THIS REQUEST. THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. The Department of Veterans Affairs is seeking a qualified Architect-Engineering (AE) firm to provide Schematics, Design Development, Construction Documents, Technical Specifications, Construction Period Services, Site Visits, Cost Estimates, As-Built Documentation, and all other related information for Project 526-21-107 to Replace Main Emergency Diesel Generators (EMD) at the James J. Peters DVA Medical Center, 130 W. Kingsbridge Road, Bronx, NY 10468. This requirement is being procured in accordance with the Brooks Act as implemented in FAR Subpart 36.6. Applicable NAICS code is 541330, Engineering Services and small business size standard of $16.5 Million. Magnitude of Construction is between $1,000,000.00 and $2,000,000.00. This is a 100% Service- Disabled Veteran-Owned Small Business Set Aside. The anticipated award date of the proposed A-E Contract is on or before December 30, 2020. Potential contractors must be registered in SAM (www.sam.gov) and visible/certified in Vet Biz (www.vetbiz.gov) at time of submission of their qualifications in order to be considered for an award. As a prospective offeror or bidder for this Service- Disabled Veteran-Owned Small Business (VOSB) set aside, you are verifying your company meets the status requirements of a VOSB concern as established by 38 CFR Part 74. NOTE - Offerors are referred to 48 CFR 852.219-10 (c) (1): Services (except construction) at least 50 percent of personnel for contract performance will be spent for employees of the concern or employees of other eligible service- disabled veteran-owned small business concerns . In order to assure compliance with this clause, all firms submitting a SF 330 for this Sources Sought Notice are required to indicate what percentage of the cost of contract performance will be expended by the concerns employees and in which discipline(s) and percentage of cost of contract performance to be expended (and in what disciplines) by any other subcontracted or otherwise used small or large business entity(s). Any subcontracted or otherwise business entity(s) used must be identified by name, office location and size/type of business (i.e. SDVOSB, VOSB, 8(a), large, etc). SCOPE OF SERVICE REQUIRED PROJECT NO. 526-21-107, Replace Main EMD Generators X. LOCATION James J. Peters DVA Medical Center, Bronx, NY. COST RANGE Estimated Construction Cost Range: Between $1,000,000 and $2,000,000. TYPE OF CONTRACT CONTEMPLATED The Department of Veterans Affairs is contemplating awarding a firm fixed price contract. SCOPE OF WORK ARCHITECTURAL/ENGINEERING SERVICES PROJECT #526-21-107 Replace Main EMD Generators GENERAL SCOPE Design will include but is not limited to the following: Replace Main EMD Generators Currently we have two 2.5 MW Generators that are apart of original emergency system of the building. They are located at Bldg. 101 in a dedicated bldg. Design to replace the generators with two Government furnished diesel fueled Caterpillar C175, 2.8 MW, 4160 V, 3 phase generators, 1800 RPM, 60 hertz as per attached cutsheet. VA is unaware of the condition of the CAT generators but management wants us to install them regardless as they were given to the VA at no cost. A/E is to assess the condition of both CAT generators and accessories. Provide a report to the VA stating all parts that are functioning properly and parts that may need to be overhauled/repaired. A/E is to include on the design all portions of the generators and/or accessories that need to be repaired for a fully functional system. Design for all rigging, demolition, etc. for complete removal of the existing generators and rigging/installation of the Caterpillar C175 generators. Caterpillar C175 generators will be stored onsite at Bronx VA. Access the condition for the current generator underground fuel system and day tank indicators. Provide all design for modifying or replacing our current fuel system inclusive of underground tanks, pumps, etc. Provide all plumbing, electrical, etc. for fully functional fuel system with new generators. Our goal is to utilize all or as much of current infrastructure as possible if in working condition. Access condition of our air compressor emergency start up fuel and electrical start up compressors. Design for installation of all air inlet systems. Re-utilize as much of the existing system if possible. Modify and replace any tanks, compressors, piping, starters as necessary for fully functional system. Design for all connections to new ventilation/exhaust system with new cooling tower installed on separate project. Design for the installation of associated switchgears, accessories and other parts as per manufacturer specs from Caterpillar. Design for install of all control panels, controls, logic systems, programming, etc. Design for Space Heaters, governing systems, lube systems, mounting systems, crankcase, starting/charging systems, power systems and any other requirements as necessary for a fully functional system. A/E is to obtain all permits regarding emissions from New York State and EPA for installing the generators at the Bronx VA. Design for all structural requirements regarding concrete floor, stairs, foundations, etc. as necessary to install any part of the caterpillar emergency system. Consider all preventive maintenance needs for the generator system and any other part of the system to be easily accessible and maintained. Design for new lighting, painting of floors and walls in the generator room. Design for modifications or replacement of roll up access door to generator room. Phase project to minimize downtime of hospital without the main EMD generators. Design for all construction signage, barriers, safety harnessing or perimeter guards as needed for safe installation. Each submission is to be sent to the VA Regional FPSE and VA central office for review if necessary. (FPSE is Peter Leszczak for review) All designs to have dual dimensions metric and imperial. Construction drawings shall also be provided on AutoCAD Version 2019 and Autodesk Revit 2017, on CD ROM with a minimum of 700 mb capability. Cost estimates should reflect 10% for overhead and 10% for profit and an allowance for General Conditions. The final construction documents shall have bid alternates so that the lowest bid alternate is 10% less than the approved construction budget, based on the A/E's final cost estimate. All designs must utilize associated VA design manuals, NFPA, NEC, Life Safety Codes, etc. As of February 9, 2022, the issuance of short-listed firms has not been disclosed. The design firm selection timeline has not been released. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
