Requests for clarification are due Wednesday, May 26, 2021 3:00:00 PM [(UTC-05:00) Eastern Time (US & Canada)]. The bids must be made on the online forms furnished through PennBid and the bids must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to the Owner. All bids must be accompanied by a Surety's Consent. Said surety to be licensed to conduct business in the Commonwealth of Pennsylvania. The successful bidder shall be bound to furnish and pay for a Performance Bond and a Labor (Public Works Contractors Bond Law of 1967) & Material Payment Bond in an amount equal to one hundred percent (100%) of the contract price, and a Maintenance Bond in an amount equal to fifteen percent (15%) of the contract price, on bond forms acceptable to the Owner. The contractor must utilize, to the greatest extent feasible, minority and/or women owned business (MBE/WBE) concerns. The contractor must establish a 3% goal for WBE participation and a 5% goal for MBE participation. Award of the Contract, if the contract is awarded, will be to the lowest responsible bidder, however the Owner reserves the right to reject any and all bids on any basis and to waive any informality in the bidding, as permitted by law. No bidder may withdraw a bid within sixty (60) days after the actual date of the opening thereof, except in accordance with the terms of PA Act 4 of 1974, latest revision. Bids may be held by the Borough of Wilson for up to 60 days from the date of opening for the purpose of reviewing the proposals and investigating the qualifications prior to awarding the contract. The estimated start date is the beginning of July.
